QUALIFICATIONS:

  1. Bachelor's degree from a recognized, accredited college or university preferred.
  2. Bachelor's degree in architecture, engineering, or construction management preferred.
  3. A minimum of five (5) years of successful experience in the field of architecture, engineering, or construction management is preferred.
  4. A registered architect or engineer in the state of Texas is preferred.
  5. Minimum of five (5) years of successful experience as an Owner's Representative in the design and construction of complex educational facilities preferred.
  6. Leadership ability is necessary to effectively communicate with outside consultants, contractors, and internal personnel. 

TERMS OF EMPLOYMENT:

Annual Contract 250 Days 

 

SALARY:

$97,132 (BA-7)

Salary Range (based on experience) as set by the Board of Trustees

 

ESSENTIAL FUNCTIONS:

 

Project Management

  1. Responsible for project management of the design and construction phases of complex renovations and new construction projects, including all budgeting and monitoring of project costs within established project budgets for assigned projects.
  2. Attend construction meetings and perform job site visits weekly to provide continuous feedback ensuring projects are meeting compliance with contract documents and construction schedules.
  3. Approve payment applications.
  4. Evaluate change orders and submit recommendations to the Director of Project Management. Responsible for overseeing, monitoring, and approving Allowance Expenditures included in the construction contracts.

  6. Represent the district in disputes involving the design, drawings, or specifications involving the architect or contractor. 
  7. Guide and manage the Project Team (End users, General Contractor, Architects, Consultants, CFISD departments, and personnel) to yield productive actions through conflict management and the use of good written and verbal communication to ensure successful project completion.
  8. Assist with the preparation, review, and sign-off of Punch Lists. Review project closeout documents for completeness and compliance with the project specifications.
  9. Assist in receiving and evaluating bids and proposals received for construction projects and make recommendations to the Director of Project Management.
  10. Assist in the post-occupancy evaluations of completed new construction and renovation projects.
  11. Assist in the evaluation of new materials, systems, and construction methods.
  12. Develop plans, and specifications and obtain pricing as required for all miscellaneous special renovation projects and building modifications as required.
  13. Develop project performance reports allowing the evaluation of architects, engineering consultants, general contractors, and project managers.
  14. Provide direction, guidance, and training to project managers and project coordinators as required.
  15. Assist with the development of departmental policies and procedures to ensure compliance with district regulations, state mandates, and bond fund restrictions.

Review schematic design, design development, and construction document drawings and all construction-related documentation & specifications.

  1. Evaluate and advise architects and consultants on construction details.
  2. Recommend changes to affect cost savings without altering the quality or function of the work.
  3. Review and markup all plans and specifications throughout the construction document and proposal phases.
  4. Coordinate the review of drawings and specifications with other departments within the District as required.
  5. Assist with the receipt of proposal and evaluation phase for construction contract award recommendations to the Board of Trustees.

Collaboration

  1. Develop and maintain communication with building principals and administrators during all phases of construction projects.
  2. Meet with principals and administrators about the proposed scope of work and construction schedule.
  3. Work with the Maintenance and Operations Department to ensure input from departments during all project phases.
  4. Work with the Director of Design & Facilities Planning and Director of Construction Field Services on maintaining design guidelines and construction specifications.
  5. Assist the Director of Contract Management in the preparation, editing, and revision of all relevant project construction contracts and documents. 
  6. Work with the Project Coordinator to manage construction, special projects, and building modifications.
  7. Regular and reliable attendance is an essential job function.
  8. Perform other duties as assigned by, but not limited to, the Director of Project Management, Assistant Superintendent of Facilities and Construction, and Associate Superintendent/Chief Operations Officer.

  5. Occasional prolonged and irregular work hours.
  6. Prolonged use of a computer.
  7. Work around construction machinery with moving parts.
  8. Work indoors and outdoors to conduct on-site inspections of facilities and construction projects.
  9. Work on ladders, lifts, or scaffolding.
