Role Description
This is a contract, hybrid role for a Project Manager position based in Joliet, IL. The Project Manager is responsible for end-to-end operational management of the ECDS Home Remodel & Repair Program. This role oversees contractor selection, construction execution, schedule and budget control, compliance, and reporting. The Project Manager serves as the central point of accountability ensuring projects are completed on time, within approved scope, and in alignment with grant requirements.
Key Responsibilities
- Develop and maintain a master program schedule for all approved homes.
- Create individual project schedules aligned with contractor availability and grant deadlines.
- Track milestones to ensure all construction is completed by program deadline.
- Evaluate pricing, scope alignment, and contractor capacity.
- Ensure all work aligns with ECDS-approved scopes of work.
- Prevent scope creep and document homeowner-funded upgrades where applicable.
- Prepare bi-weekly written program status reports for ECDS leadership and Board.
- Maintain organized project files including applications, scopes, insurance, photos, and invoices.
- Ensure adherence to ECDS policies, grant requirements, and Fair Housing principles.
Required Qualifications
- Must live in the Chicagoland area.
- Minimum 4 years of residential construction or renovation management experience.
- Experience in Project Management, including planning, scheduling, and resource allocation.
- Construction Management or Project Management Degree.
- Demonstrated project management experience managing multiple concurrent projects.
- Strong understanding of contractor procurement, scheduling, and insurance requirements.
- Ability to produce clear, professional bi-weekly reports, including budget reports.
- Proficient in Microsoft Office and working knowledge of Google products.
- Must have a valid driver’s license.
Preferred Qualifications
- Experience in Inspection and understanding quality assurance standards.
- Working knowledge of nonprofit, grant-funded, or publicly accountable programs.
- Familiarity with HUD-aligned housing or income-restricted programs.
- Knowledge of Will County or regional residential contractor markets.
