PURPOSE
Oversees and directs system-wide laboratory functions for the organization. Ensures organizational compliance with all legal requirements and government regulations that affect the laboratory department (OSHA, CLIA, FDA, Medicare, and State). Develops and maintains close working relationships with Chiefs to ensure effective communication regarding laboratory matters. Through department managers, directs and manages lab staff to ensure safe, quality, cost effective care provided in a standardized, reliable process. Carries out all duties while maintaining compliance and confidentiality, and promoting the mission and philosophy of the organization.
ESSENTIAL FUNCTIONS
- Responsible for oversight of system-wide laboratory functions, including the following laboratory units: microbiology, immunology/serology, hematology, coagulation, urinalysis, molecular testing, and chemistry.
- Responsible for the implementation of customer service, human resource, and financial goals and objectives consistent with CMS and ARC strategic plan and goals.
- Oversees laboratory operations through direct supervision of managers. Holds managers and their staff accountable for achieving stated objectives.
- Performs analysis of monthly expense and productivity reports and regular reports of revenue and profitability.
- Participates in annual capital and operating budgets for laboratory and monitors/adjusts accordingly.
- Promotes long term financial stability and sustainable growth to safeguard our ability to continue to offer high quality, coordinated care.
- Performs budget analysis and assumes responsibility for explaining/justifying variances.
- Using appropriate metrics and reports, analyzes and monitors staffing levels to ensure a cost-effective organizational structure which provides the necessary level of effective support for the medical practices.
- Directs and manages projects for laboratory.
- Develops and/or implements laboratory policies, procedures, and programs and monitors adherence to system-wide policies/standardizations.
- Through management, ensures competency of staff through development and regular evaluations.
- Fosters a positive work environment that encourages professional growth.
- Ensures customer satisfaction by analyzing customer complaints, concerns, and suggestions and providing appropriate follow-through.
- Identifies legal requirements and government regulations affecting the laboratory and company (OSHA, CLIA, FDA, Medicare, and State). Monitors the exposure of the company and advises the Executive Management Team and/or Medical Laboratory Director.
- Works effectively with Operations Directors, Clinic Managers, Medical Laboratory Director, and/or Executive Management Team for direction in laboratory system projects, objectives, and develop and implement consistent, sustainable business processes.
- Oversees laboratory supply chain management in consultation with Laboratory Materials Supervisor and Purchasing Manager and laboratory-billing processes.
- Responsible for all financial procedures and records. Maintains communication with Finance leadership and provides relevant information.
- Interacts with physicians on a regular basis to ensure their practice business needs are met. Interacts with Chiefs on a regular basis to confer on a variety of clinical issues.
- Ensures department needs are addressed and problems corrected by the managers in order to provide a safe, comfortable environment for staff and patient care/service delivery.
- Fosters and encourages a spirit of transparent cooperation and teamwork within and between departments/clinics and with other operations staff. Maintains a constructive working relationship with other departments.
- Performs ongoing analysis of patient visits to identify barriers and opportunities to improve.
- Responsible for the planning, education and implementation of companywide strategic initiatives.
- Interacts with other members of the management team in a professional and goal-oriented manner.
- Maintains open communication with external stakeholders, including regulatory bodies.
- Adheres to all company policies, including but not limited to, OSHA, HIPAA, Compliance and Code of Conduct.
- Regular and dependable attendance.

- Works holiday shift(s) as required by Company policy.

QUALIFICATIONS
Education and Experience
Required:
- Bachelor’s degree in Laboratory Science from an Accredited Medical Laboratory Science program.
- Six (6) or more years of laboratory experience in increasingly complex supervisory position.
- Qualified to serve as CLIA Lab Director for up to 5 moderately complex ARC labs
- Qualified for duties as defined under CLIA for General Supervisor or Technical Supervisor/Technical Consultant.
- Experience working in an organization that utilizes an Electronic Medical Records system.
- Proven proficiency in financial management, which includes comprehensive understanding of insurance plans as they relate to physician practice.
Preferred:
- Master’s degree in Healthcare related field or Business Administration.
- Working experience within an Accountable Care Organization (ACO).
- Experience working in both an outpatient clinical setting and in a hospital system.
Knowledge, Skills and Abilities
- Knowledge of OSHA, CDC, FDA, CLSI, CAP, COLA, and CLIA regulations as they apply to Laboratory Medicine.
- Ability to train and monitor staff to ensure compliance with federal, state and local regulations and established practices; implements new policies/procedures and keeps employees abreast of current changes and standards as they relate to lab needs.
- Knowledge of LEAN, six Sigma, and PDCA Quality skills a plus.
- Proficient PC skills including knowledge of Microsoft Office programs
- Strong customer service skills
- Excellent written and verbal communication and presentation skills
- Proven proficiency in financial management, which includes comprehensive understanding of insurance plans as they relate to physician practice.
- Familiarity with laws and regulations related to healthcare delivery compliance
- Knowledge of various medical insurance plans and billing practices
- Knowledge of procedural and diagnostic coding
- Knowledge of human resource fundamentals and underlying laws, i.e., FLSA, ADA, FMLA, etc.
- Proven ability to lead and mentor a diverse team.
