Express Employment International is seeking a Manager - Delivery Methods to lead, coach, and develop a team of IT Scrum master's in support of consistent, predictable, and high‑quality technology delivery. This role is responsible for establishing and sustaining delivery standards, Agile and Scrum practices, and continuous improvement across multiple IT teams and initiatives.
The Manager - Delivery Methods partners closely with Product Management, Product Ownership, Engineering, Architecture, and IT Leadership to ensure delivery methods enable business outcomes, reduce friction, and improve flow while maintaining alignment to Express’s culture and values.
This position sits within our Oklahoma City based corporate office, currently with an expectation to be onsite 80% of the time.
RESPONSIBILITIES
Delivery Method Leadership & Governance
- Own and continuously improve Express IT delivery methods, including Scrum and complementary Agile practices, ensuring consistency while allowing teams appropriate flexibility
- Define, document, and socialize delivery standards, ceremonies, artifacts, and working agreements across IT teams
- Ensure delivery methods align with organizational goals, portfolio priorities, and enterprise IT governance
Scrum Master Team Leadership
- Lead, mentor, and develop a team of IT Scrum Masters, setting clear expectations and fostering a culture of servant leadership and accountability
- Provide ongoing coaching and feedback to Scrum Masters to strengthen facilitation skills, Agile mindset, and effectiveness with teams and stakeholders
- Support capacity planning, assignment of Scrum Masters to teams, and workload balancing across the portfolio
Coaching & Agile Maturity
- Coach delivery teams, leaders, and partners on Agile principles, Scrum practices, and continuous improvement techniques
- Identify delivery anti‑patterns and systemic impediments, partnering with leaders to remove organizational blockers
- Guide teams through change, helping them adopt new ways of working while maintaining delivery stability
Metrics, Reporting & Continuous Improvement
- Establish and maintain delivery metrics and qualitative insights that provide transparency into flow, predictability, quality, and team health
- Use data and retrospectives to drive continuous improvement at the team, program, and organizational level
- Communicate delivery insights and trends to IT leadership in a clear, actionable manner
Cross‑Functional Partnership
- Partner closely with Product Managers, Product Owners, Engineering Managers, and IT leaders to align delivery methods with product strategy and technical execution
- Support portfolio‑level planning, dependency management, and delivery coordination across multiple teams
- Serve as a trusted advisor on delivery practices for leaders and stakeholders across the enterprise
EDUCATION & EXPERIENCE QUALIFICATIONS
- Bachelor’s degree in Information Technology, Business, or a related field, or equivalent experience
- 7 years of experience working in Agile delivery environments, including Scrum
- 3 years of experience leading, coaching, or managing Scrum Masters or Agile delivery roles
KNOWLEDGE, SKILLS, OR ABILITIES
- Strong facilitation, coaching, and conflict‑resolution skills
- Demonstrated ability to influence without authority and drive change across teams and leaders
- Certified Scrum Master (CSM), Advanced CSM (A‑CSM), Certified Scrum Professional (CSP), SAFe, or similar Agile certification
- Experience supporting multiple teams in a mid‑to‑large enterprise IT environment
- Familiarity with complementary delivery practices such as Kanban, flow metrics, and DevOps
