DUTIES AND RESPONSIBILITIES 

The following represents the majority of the duties performed by the position but is not meant to be all inclusive nor prevent other duties from being assigned when necessary.

1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems, and the reporting of workplace hazards and injury or illness arising from workplace activities; observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action.

 2. Provides guidance and indirect supervision to the project contractors, construction crews and inspectors in the performance of contracted services; determines work priorities and schedules work assignments; supplies necessary documentation to safely excavate the pipe for anomaly evaluation and remediation, ensures all safety protocols are followed, evaluates completed project against established performance parameters, and creates and maintains all records associated with excavation, inspection and repair activities.

3. Leads the management of assessment and remediation projects from initiation through closure including, but not limited to, completion of field surveys, preparation of estimates, development of project plans and bid packets, purchase of materials, selection and management of external contractors, coordination of construction and inspection activities, reporting project status updates, monitoring budgets and timelines, and completion of project documents. 

4. Performs asset integrity assessments including in-line inspection tool runs and hydrostatic tests; identifies and classifies anomalies according to Company criteria. 

5. Determines level of investigation required at scheduled dig sites, determines defect assessment methods, repair criteria, and repair methods. 

6. Evaluates Excavation/Direct Examination daily results, compares field results with reported In Line Inspection results, and reviews and approves In Line Inspection Excavation/Direct Examination reports. 

7. Assists with higher complexity tasks such as drain down plans, hydrotests, encroachment evaluations and specification development under the guidance of supervisor or a senior level engineer. 

8. Monitors and occasionally inspects welding during pipeline maintenance projects and maintains listing of qualified and available welding contractors. 

9. Reviews and recommends appropriate settlement of landowner property damage claims, assisting Legal with the negotiation of right-of-way claims with landowners to resolve right-of-way concerns associated with integrity assessment and remediation projects. 

10. Participates in pipeline and facility Risk and Preventive and Mitigative Measure (PMM) reviews. 

11. Provides technical support during Integrity Management Program (IMP) process and procedure review to maintain consistency in assessment and rehabilitation practices. 

12. Represents the Company during regulatory audits as a key member of the Asset Integrity Department. 

13. Serves on Company initiatives or projects as assigned. 

REQUIREMENTS

· A bachelor’s degree in engineering; chemical, civil, mechanical, electrical, or petroleum preferred – construction management, industrial management or technology degree of the same, or equivalent in experience and a minimum of three (3) years of prior pipeline integrity and maintenance experience is required. Experience in pipeline locating, excavation, trenching, nondestructive testing, and CWI certification is preferred. Additional experience in cathodic protection, coatings, GIS, and Hazwoper Incident Commander level training is preferred.

Knowledge, Skills and Abilities

- Ability to actively engage in safe behavior and understand and follow the principles and methods related to pipeline and workplace safety as established by the Company. 

· Knowledge of emergency and safety procedures, policies procedures, equipment operating parameters, and all applicable DOT, EPA, FERC, DHS, ASME/ANSIB31.4 and OSHA requirements. 

· Knowledge of principles and methods for planning, monitoring, tracking, and managing the people, time, budget, and quality of work on project(s). 

· Knowledge of computer hardware and software that are required to manage, record, and evaluate company information such as inline inspection tool data and a GIS database. 

· Well-developed knowledge of pipeline regulations, industry standards, integrity assessment methods, repair methods, and other applicable technologies. 

· Knowledge in reading and interpreting vendor reports, spreadsheets and integrity management raw data. 

· Well-developed verbal and written communication skills necessary to interact with all levels of employees and contractors across the organization. 

· Ability to practice active attention to minute, but necessary, aspects of tasks. 

· Ability to scope out length and difficulty of tasks and projects; set objectives and goals; break down work into the process steps; develop schedules and task/people assignments; anticipate and adjust for problems and roadblocks; measure performance against goals; evaluate results. 

· Ability to establish relationships and networks across a broad range of people and groups including employees, inspectors, landowners, and vendors and to ensure successful completion of projects. 

· Ability to effectively work and cooperate with supervisors, co-workers and vendors. 

· Ability to follow corporate policies and the directions of supervisors. 

· Ability to refrain from causing or contributing to the disruption of the workplace.
