MISSION
ExecutiveSurf has exclusively partnered with a global energy and EPC business to appoint a senior PMO leader for North America.
Based in Houston, this person will play a central role in building and embedding a Project Management Office across a growing portfolio of complex power-generation and energy-infrastructure projects in the United States, Puerto Rico and Canada.
This is not a conventional project-management role. The successful candidate will create the governance, reporting discipline, portfolio controls and performance-management framework needed to support major EPC projects, including high-value and increasingly complex data-centre-related developments.
Reporting to the COO North America, the PMO Manager will act as a senior partner to Project Managers and cross-functional leaders across engineering, procurement, construction and commissioning. The role will provide portfolio visibility, support financial and operational decision-making, and intervene when material risks, delivery issues or escalations require senior coordination. This is a high-impact opportunity for a structured, commercially aware and hands-on PMO leader who has experience building or evolving project-control functions in complex EPC environments.
RESPONSIBILITIES
- Lead and oversee the full EPC project portfolio across North America
- Establish and drive PM standards, governance, and reporting frameworks
- Monitor project performance (cost, schedule, risk, cash flow) at portfolio level
- Provide executive insights and forecasting to support decision-making
- Guide, mentor, and develop Project Managers across the organization
- Coordinate cross-functional teams (engineering, procurement, construction, commissioning)
- Drive risk management, change management, and escalation handling
- Ensure alignment between project execution and company strategic objectives
- Promote continuous improvement and best practices across projects
REQUIREMENTS
- Engineering degree;
- 15 years of experience in project management, project controls, PMO leadership or portfolio governance within complex EPC environments;
- At least five years of experience building, developing or leading a PMO project-controls or portfolio-management function;
- Track record of overseeing multiple high-value projects simultaneously, ideally within power generation, energy infrastructure, oil and gas, industrial EPC, CHP or related sectors;
- Strong capability in planning, scheduling, cost control, forecasting, resource planning and executive-level reporting;
- Experience with Primavera P6, MS Project and/or other relevant ERP or BI systems;
- Strong influencing skills and the credibility to coordinate senior stakeholders without relying solely on direct reporting lines;
- Able to create structure, challenge delivery teams constructively and drive improved project discipline across a fast-growing organisation.
