JIRA & Confluence SME/ SCRUM Master

Evolver Federal is seeking a JIRA & Confluence SME/ SCRUM Master with hands-on experience in Atlassian JIRA and Confluence administration, configuration, and automation who can also perform the role of a Scrum Master for agile delivery teams. The ideal candidate will bridge the gap between technical configuration and agile process facilitation, ensuring efficient workflows, optimized reporting, and seamless collaboration across project teams. Responsibilities:

Atlassian Administration & Development

• Administer, configure, and maintain JIRA Software, JIRA Service Management, and Confluence instances.
• Develop and manage custom workflows, screens, permissions, and automation rules tailored to team needs.
• Create and maintain dashboards, reports, and analytics to provide visibility into sprint progress, metrics, and KPIs.
• Integrate JIRA and Confluence with external tools (e.g., GitHub, ServiceNow, Slack, Power BI) as needed.
• Manage user access, permissions, and groups in compliance with organizational policies.
• Optimize space structures and templates in Confluence for documentation consistency and collaboration efficiency.
• Support migration, version upgrades, and platform optimization initiatives.

Scrum Master & Agile Facilitation

• Serve as Scrum Master for one or more agile delivery teams, facilitating daily stand-ups, sprint planning, retrospectives, and demos.
• Coach teams on Agile and Scrum principles, improving predictability, velocity, and delivery discipline.
• Partner with Product Owners to refine and manage backlogs, ensuring alignment to organizational priorities.
• Track and report on sprint performance using JIRA dashboards and Agile reports.
• Identify and remove impediments to team progress, fostering a culture of accountability and transparency.
• Contribute to process improvement and promote agile maturity across the organization.
• Perform other duties as assigned by the Government.
• Ability to work efficiently and effectively in a dynamic and fast-paced environment.

Basic Qualifications:

• Bachelor's Degree and 5 years of related experience or 8 years of related experience
• 3 years of experience administering and developing in Atlassian JIRA and Confluence environments.
• 3 years of experience as a Scrum Master or Agile Team Facilitator for technical or product teams.
• 3 years of experience with Agile frameworks (Scrum, Kanban) and Agile metrics.
• 3 years of experience automating workflows and building reports using JIRA Query Language (JQL) and automation rules.
• 3 years of experience translating business needs into technical requirements for workflow and reporting optimization.
• 3 years of client-engagement experience.
• Certified Scrum Master (CSM), or equivalent Agile certification.
• Must have an Active Secret clearance

Preferred Qualifications:

• Excellent communication, stakeholder management, and facilitation skills.
• Ability to adapt to frequent changes in priorities, and proactively communicate risks and issues to the Contractor PM and/or Federal Leads.
• Possess good listening skills and the ability to detect explicit and implicit needs and wants of the client.
• Demonstrated ability to exercise good judgment, prioritize multiple tasks, and problem solve under pressure of deadlines and resource constraints
• Possess strong analytical and critical thinking skills with the ability to apply them to the client/ contract workspace.
• Excellent organizational skills and attention to detail.
• Strong analytical, critical thinking, and problem-solving skills.
• DHS HQ or Component- level experience
• Familiarity with PowerAutomate, ServiceNow, or other ticketing systems
• Atlassian Certified Expert, Jira Administrator, and/or Confluence Administrator certifications
