Contract Position
As the Title X (Ten) family planning program grantee in Texas, Every Body Texas provides uninsured and low- income Texans access to high-quality reproductive healthcare through its diverse network of Title X-supported health centers. Every Body Texas provides funds as a passthrough organization and is responsible to ensure compliance with the Title X program, including financial and contract compliance. The education, counseling, and clinical services available to individuals in Title X health centers promote positive birth outcomes and healthy families.
This contract position is funded for approximately six (6) months. The position may be extended if additional funding is obtained.

At Every Body Texas, we work to ensure that every person in Texas can access safe, unbiased, high- quality sexual and reproductive healthcare by funding and training healthcare providers in a way that increases access for clients.
As the statewide Title X grantee for Texas, we managed more than $15M in Title X funding in Grant Year 2024 for more than 158 clinics across the state—funding that is critical to ensuring that clinics stay open and deliver much needed sexual and reproductive healthcare to more than 187,000 people in Texas every year.
We also deliver training and technical assistance to providers and conduct policy, advocacy, research activities, and special projects that promote increased access to care.

What You’ll Do
The Finance and Contract Compliance Specialist reports to the Finance and Contract Compliance Manager with a dotted line reporting structure to the Director of Finance. In consultation with program staff, the Finance and Contract Compliance Manager is responsible for monitoring and oversight activities of the financial and contract compliance components of the Title X Family Planning Project. This includes monitoring of sub-recipient activities and documentation including expenditure and revenue reports, client fee schedules, and independent audits, and ensuring compliance with all applicable U.S. Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards. Specifically, your work will center on:
· Monitoring sub-recipient audits and expenditure reports and ensuring that services provided by sub-recipients are in compliance with Title X requirements related to application of a schedule of discounts (including services provided through referral agreements), billing third-party payers, and separation of Title X and non-Title X activities.
· Conducting financial monitoring reviews of Title X health centers throughout Texas from planning to completion, including conducting preliminary reviews of documentation submitted prior to on-site or remote reviews.
· Reviewing and reconciling sub-recipient expenditure reports with submitted documentation.
· Obtaining and reviewing routine reports from sub-recipients.
· Providing technical assistance to Every Body Texas staff and Title X health center staff relating to financial compliance with federal and state laws and/or regulations, as well as Every Body Texas policies and contract provisions; allowability of costs; adequacy of financial systems; adequacy of internal controls over financial transactions; and maintenance and submission of documentation required to reconcile financial statements and reports.
· Ensuring compliance with all applicable U.S. Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, 2 Code of Federal Regulations (CFR) Part 200; 45 CFR Part 75; Office of the State Controller (OSC) guidance and Generally Accepting Accounting Principles (GAAP).
· Maintaining current knowledge of grant and contract administration, OMB circulars, Code of Federal Regulations, and state regulations.
· Maintaining current knowledge of accounting methods and systems, business practices, financial monitoring procedures, legal contracts, and financial statutes and instructions.
· Establishing and maintaining effective relationships with Title X health centers.

To be successful in this job, you possess these qualities:· Bachelor’s degree in accounting, public administration, business, finance or a related discipline from an accredited four-year college or university.
· Experience with federal grant administration, including monitoring of sub-recipient activities.

This position is fully remote within the Austin Area. However, it may require mandatory in-person attendance at essential meetings at the office or designated Austin, Texas location. This position requires 20% travel to conduct site visits and attend conferences and has no supervisory responsibilities. The hourly rate for this position ranges from $31.25 to $38.46, with an exact rate of pay depending on work experience.
