Job Summary 

The Compliance Administrator is responsible for supporting full regulatory compliance across Evergreen properties participating in affordable housing programs, including Section 8, Section 202/8, Section 202 PRAC, Section 811 PRAC, LIHTC, HOME, Project Based Vouchers, and other applicable local, state, and federal programs. Under the supervision of the Director of Compliance, this role conducts file audits, supports regulatory updates, prepares for agency reviews, trains and assists site staff, and helps maintain standardized compliance procedures across the assigned portfolio. 

Key Responsibilities 

Compliance Program Administration 

• Maintain functional knowledge of regulatory requirements for funding programs used by Evergreen properties, with emphasis on assigned portfolio requirements. 

• Serve as a compliance resource for property site staff, Regional Supervisors, and Corporate Office team members. 

• Maintain regular communication with the Director of Compliance, Regional Supervisors, and VP of Property Management to support operational efficiency and consistent compliance practices. 

Regulatory Monitoring & Implementation 

• Monitor regulatory updates and assist the Director of Compliance, VP of Property Management, and Executive VP with consistent implementation of applicable changes across Evergreen properties. 

• Assist with preparing and submitting HUD and State Agency documents, including Affirmative Fair Housing Marketing Plans, Tenant Selection Plans, leases, house rules, verifications, and related compliance documents. 

• Support the development, update, standardization, and distribution of compliance forms, property documents, policies, and procedures. 

File Reviews, Audits & Corrective Action 

• Conduct timely review and approval of LIHTC first-year files to confirm compliance with applicable regulatory and qualification requirements. 

• Conduct internal Pre-MOR and other file audits to assess site compliance with program and regulatory requirements. 

• Prepare accurate and complete audit findings and site visit reports and distribute them promptly to the property reviewed, the Director of Compliance, Regional Supervisors, VP of Property Management, and Executive VP. 

• Assist in developing standard file review measurements based on Evergreen standard file protocols and typical agency or contract administrator inspection items. 

• Apply audit scoring models to measure performance, identify training opportunities, and support staff accountability as needed. 

• Use tracking systems to confirm that audit exceptions are corrected by Property Managers and reviewed or approved by Regional Supervisors within established deadlines. 

Agency Reviews, MORs & Compliance Inspections 

• Serve as a liaison with contract administrators and agency personnel involved in Management and Occupancy Reviews and site compliance inspections, as needed. 

• Assist with preparation for MORs and review property MOR responses as requested. 

• Assist with monitoring EIV and TRACS processes and collaborate with the Director of Compliance to conduct training when necessary or advisable. 

Property Onboarding, Documentation & Training 

• Collaborate with the Director of Compliance and Director of Property Integration to ensure key compliance documents are established before and during new property takeovers. 

• Support setup of tenant file forms, policies and procedures, OneSite settings, SharePoint organization, and staff training for property specific regulatory requirements. 

• Assist with organizing, updating, implementing, and distributing applications, leases, Tenant Selection Plans, AFHMPs, Rules & Regulations, verification forms, and other compliance documents. 

• Attend meetings and corporate functions and prepare or present reports as requested. 

Education & Experience 

• Minimum five (5) years of affordable housing compliance experience, such as Section 8, LIHTC, PBV, PRAC, Bond, HOME, or multilayered affordable housing programs. 

• Associate's degree (A.A.) or equivalent from a two year college or technical school preferred, or an equivalent combination of education, training, and related experience. 

• Demonstrated ability to review, interpret, and apply government regulations and affordable housing program requirements. 

Licenses & Certifications 

• Preferred certifications include COS, BOS, HOME Program Specialist, Tax Credit Specialist, HCCP, Fair Housing, ARM, or other comparable affordable housing compliance certifications, or the ability to obtain within six (6) months after hire. 

• Preferred licensing includes Illinois Leasing Agent License or Illinois Broker License, or the ability to obtain within six (6) months after hire. 

Technical & Physical Skills 

• Functional knowledge of Section 8, Section 202/8, Section 202 PRAC, Section 811 PRAC, LIHTC, HOME, Project Based Voucher, and other affordable housing compliance requirements. 

• Ability to use compliance tracking systems, OneSite, SharePoint, EIV, TRACS, and related property management or compliance platforms, as applicable. 

• Ability to conduct detailed tenant file reviews, identify compliance exceptions, document findings, and track corrective actions through completion. 

• Ability to prepare clear reports, agency responses, training materials, and standardized compliance guidance. 

Other Requirements 

• Must have reliable transportation and reasonable availability and flexibility to travel to assigned portfolio properties in Illinois and other states where Evergreen has properties. 

• Must be able to work independently, prioritize deadlines, and manage multiple properties, audits, reviews, and reporting requests simultaneously. 

• Must maintain professionalism and confidentiality when interacting with residents, employees, executives, owners, asset managers, contract administrators, and agency representatives.

Work Environment & Physical Demands 

This position primarily operates in a professional office environment and at assigned residential property sites. The role requires regular use of a computer and standard office equipment, review of electronic and physical tenant files, participation in meetings and training, and periodic travel to properties for audits, inspections, training, or regulatory review preparation. The employee may occasionally need to stand, walk, sit for extended periods, climb stairs at property sites, and lift or carry files or materials of approximately 10 to 20 pounds. Salary : $65,000 - $75,000
