POSITION SUMMARY

Under the supervision of the Executive Director is responsible for the day-to-day operations of the Public Housing (PH) Program and various office functions as assigned. Responsible for reading, understanding, and complying with EHA Policies and Procedures; ACOP; 24 CFR HUD regulations; PIH Notices; ACC; other HUD directives and initiatives; Alabama Landlord Law, local, state, and federal statutes, regulations, and laws that are necessary to carry out job functions; and have a general understanding of other EHA programs. Must be able to travel out of town for training and educational programs to enhance job performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Responsible for reading, understanding, and complying with EHA Policies and Procedures; ACOP; 24 CFR HUD regulations; PIH Notices; ACC; other HUD directives and initiatives; Alabama Landlord Law, local, state, and federal statutes, regulations, and laws that are necessary to carry out job functions.

2. Directs and participates in the daily activities involved in the Public Housing program functions including, but not limited to, interviewing applicants, accepting, and processing applications, determining eligibility for admission, conducting applicant criminal background screenings, assigning applicants to the waiting list, and rejecting ineligible applications.

3. Responsible for all tenant file functions and maintaining files in an orderly and retrievable manner including, verifying income and deductions, utilizing EIV, calculating rent including any eligible EID, completing re-certifications within the HUD required time frame, inspecting occupied PH units according to HUD and EHA criteria. Provides reports and other information required to the ED and HUD.

4. Responsible for all tenant accounting records, assigning charges to tenants and verifying correct charges applied to and collected from tenants; collection of rent; maintaining 1.5% or less in Tenant Account Receivables (TAR). Responsible for collection of tenant debts including repayment agreements and tenant fraud, creating deposits, and handling other program-related financial functions as assigned. Makes deposits and handles other financial functions as assigned, closes monthly tenant accounting records, and completes monthly reports for review by the ED.

5. Reviews all requests for lease approvals, approves/disapproves requests by tenants to move, and initiates all mandatory moves due to program requirements. Processes transfers and Reasonable Accommodation requests by tenants investigates for justification and recommends action to the Executive Director.

6. Annually reviews, calculates, and compares HUD FMR 90% - 110% payment standards, and utility allowances. Recommends possible revisions to the Executive Director for the upcoming calendar year. Provides 60-day advance written notification of changes to tenants within the HUD-required time limit. Maintains a file of annual notices.

7. Responsible for accurate and timely tenant re-certifications, PIC submissions, and correction of PIC errors.

8. Performs and/or supervises all inspections of housing units in accordance with HUD REAC guidelines to determine conformance with Public Housing Uniform Physical Condition Standards (UPCS) or other standards, such as INSPIRE as may be required by HUD. Responsible for unit inspections as required: at least once annually, at move-in, move-out, maintenance reports of poor housekeeping, and so forth.

9. Responsible for the implementation of and adherence to the ACOP and Fair Housing and Equal Opportunity Housing Plan of the EHA.

10. Responsible for handling tenant complaints/problems in compliance with EHA policy and in a timely manner. Responsible for routine actions and file documentation regarding processing evictions, coordinating with the Executive Director for Informal Hearings in compliance with EHA policy, and coordinating with the Executive Director to process the eviction through the court system.

11. Responsible for court-ordered collection of debts according to EHA policy when necessary.

12. Responsible for making recommendations to the Executive Director of changes in the forms, procedures, and methods used by the public housing program to meet changing conditions and requirements.

13. Responsible for providing accurate and timely weekly, monthly, quarterly, and annual reports and other information to the Executive Director and HUD as required, requested, or necessary in the efficient management of the Public Housing Program.

14. Coordinates with the maintenance department to process work orders, ensure regular and ongoing preventative maintenance on units, and vacancy preparation for quick unit turnaround.

15. Works with the Maintenance and other staff on procurement of equipment and supplies. Prepares and coordinates payment of invoices through the Accounts Payable system with the Executive Director.

16. Achieves and maintains HUD High Performance Status with a score of 90-100.

17. Coordinates with the Executive Director to provide resident programs, social and educational, and publishes newsletters for residents and other related tenant activities.

18. Recommends Capital Fund projects to the ED.

19. Assists other staff as needed and performs other related assignments as required or assigned. Participates in basic cross-training with the Housing Choice Voucher Program.

PERFORMANCE MEASUREMENTS

· Ensures compliance with the ACOP, all EHA Policies and Procedures, HUD regulations and PIH Notices, and file maintenance and organization

· Maintains an occupancy rate of not less than 98%

· Maintains a TAR of not more than 1.5%

· Inspects 100% of public housing units annually per HUD requirements

· Maintains HUD REAC High Performer Status

· Maintains accurate and timely submission of all EHA, HUD, local, state, and federal reports

· Maintains accurate and timely completion of HUD-50058 for initial tenant certification, annual, interim, and/or periodic re-certifications within the HUD-required time frames, PIC submissions and correction of errors

· Participates in professional development, training, and certifications as required

MINIMUM QUALIFICATIONS

· Bachelor’s Degree in business or public administration, real estate management, or other associated program of study from an accredited college or university is preferred.

· 3-5 years’ experience in public housing or property management or any equivalent combination of education, training and experience that provides the necessary knowledge, skills, abilities, and core competencies

· Knowledge of HUD regulations and housing programs, and Alabama Landlord/Tenant Laws

· Exceptional computer knowledge of and skills in Microsoft Office (Word, Excel, Outlook, PowerPoint); ability to learn housing software programs used by EHA

· Must receive Public Housing Management certification within 18 months of hire

· Excellent oral and written communication skills, ability to write and interpret reports

· Outstanding organizational skills and ability to handle multiple tasks simultaneously

· Must have and maintain a valid State of Alabama driver’s license and must be insurable under the EHA automobile insurance policy

· Must pass an initial criminal background, pre-employment physical, and drug/alcohol screening and be subject to random drug/alcohol screenings thereafter

· Must be willing to travel as needed for educational and training purposes
