Position Description: Under the direction of the Assistant Superintendent of Business Services, the Director of FMOT’s responsibilities are to plan, organize, lead, direct, and coordinate the district's operations support services including facilities maintenance, planning, construction and management, real estate, transportation, energy, security, and technology infrastructure.
Days: 261 days - 12 month position
Supervises: Maintenance & Operations, Transportation, Bond/Renovation & Facilities
SPECIFIC DUTIES AND RESPONSIBILITIES
A. Planning , organization and direction of operations support services including facilities maintenance, planning, construction and management, real estate, transportation, security, and energy.
B. Provide technical expertise regarding assigned functions; formulate and develop policies and procedures; review and evaluate services, and make necessary adjustments.
C. Develop and implement long and short-term plans and activities including recommended prioritization of resources.
D. Knowledge of public contract code and construction management strategies, practices and procedures pertaining to comprehensive maintenance and operations programs.
E. Work cooperatively with the Assistant Superintendent of Business Services concerning the planning and design functions for construction and renovation of all District facilities
F. Direct the preparation and maintenance of a variety of narrative and statistical reports, records, and files; assure accuracy of Federal and State reporting regarding operations support services.
G. Communicate with other administrators, district personnel, and contractors to coordinate activities and programs, resolve issues and conflicts, and exchange information to assure effective services.
H. Supervise and evaluate the performance of assigned staff; interview and select employees, and recommend transfers, reassignments, terminations, and disciplinary actions; plan, coordinate, and arrange for appropriate training of subordinates.
I. Develop and prepare the annual budget for operations support services; analyze and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines.
J. Monitor and review existing and proposed laws and regulations affecting operations support services.
K. Serve as a member of the Superintendent's Extended Cabinet.
L. Attends and participates in the Board of Education, staff, and community meetings as required.
M. Manages the preparation of public works bid packages related to short and long term maintenance service contracts, scheduled maintenance, and construction projects. Submits projects as complete and ready for public bidding; administers consultant and construction contracts, and ensures correct project close out
N. Supervise the plans, activities, operations and related services of the Evergreen School District Transportation Department.
O. Lead the development and implementation of Transportation Department goals, objectives, policies, and priorities for each assigned service area; recommend appropriate service and staffing levels; allocate resources accordingly.
P. Responsible for planning, evaluation and initiating programs to meet current and future District needs for student transportation. Assist in the formulation and development of policies and procedures to assure an economical, safe and efficient work environment.
Q. Develop and prepare the annual budgets for the Transportation Department in conjunction with Fiscal Services; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; utilize computer spreadsheet software programs; maintain appropriate records; make recommendations for the purchase of transportation supplies, materials and equipment.
R. Ensures the efficiency and cost effectiveness of the transportation department and compliance with State and Federal regulations and laws including: purchasing, budget preparation, hiring, termination and discipline of all department staff.
S. Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned services, activities and operations, reports related to routing, schedules, accidents and other transportation services; reviews daily time reports, bus records, fuel use and vehicle inspection records
T. Perform related duties as assigned.
QUALIFICATIONS
1. Bachelor's degree preferred with course work in related fields or equivalent related experience.
2. A minimum of five years professional experience in one or more of the following roles: Transportation Supervisor, Building and Construction Supervisor, or any related field to public school operations.
3. Possession and maintenance of a valid California motor vehicle operator’s license.
