SALARY: $70,000-$85,000

JOB SUMMARY

Under administrative direction, the Behavioral Health Program Manager (BHPM) provides leadership, coordination, and supervision for all aspects of specialized programs and services in assigned Enclaves to ensure high-quality and reliable care. Utilizing established systems this role manages therapeutic, behavioral and recovery care services and staff; ensures safety of staff and residents; and supports implementation of policies, procedures, and protocols. Requiring independent judgment in the organization, supervision, and evaluation of individual and group services, the Behavioral Health Program Manager assigns and monitors specific staff duties and performance. The BHPM communicates Ever Well’s mission and models the expectations for staff to resident, staff to staff, and resident to resident relationships. The role is expected to promote a therapeutic healing enclave atmosphere, where residents and staff are treated with understanding, patience, and dignity always. The span of control for this position is at the Enclave or service line level requiring successful management of day-to-day activities, weekly reporting, and monthly metrics being met. The BHPM collaborates with other service lines to ensure Ever Well’s clinical services promote the overall best welfare, health, and wellness of our residents, employees, and key stakeholders.

SUMMARY OF DUTIES AND RESPONSIBILITIES

“What You Will Do"

  • Ensure residents participate in planned activities and services according to their interests and abilities. Responsible for the planning, organization, supervision, and evaluation of resident participation and satisfaction. *
  • Monitor planned activity and service delivery success according to stated key performance indicators (KPIs) using established data collection systems. Report metrics weekly at regional Enclave management meetings. Report metrics timely to director level to support program enhancement and organizational goals to ensure responsive care consistent with emerging resident needs. *
  • Assist in the recruitment and hiring of employees; assures provision of initial orientation, onboarding, and ongoing staff career growth; conducts performance evaluation and disciplinary actions in conjunction with Employee Care & Wellness as required; and assists in the coordination of staff consistent with program needs. Maintains confidential personnel records. *
  • Complete all state required and Ever Well agency mandated training of service line personnel. This includes state mandated subjects such as reporting abuse/neglect, general policies/procedures, as well as health/safety. This includes coaching direct reports to avoid status and ego-driven behaviors and communication (misplaced compassion, sensemaking, patronizing language, etc.). This relies on conducting weekly trainings and modeling effective use of established systems. *
  • Support therapeutic, recovery and behavioral services staff to develop within their current scope of practice and proactively encourage staff in pursuit of professional development opportunities. Provides appropriate clinical supervision and direct care services as assigned and within scope of practice. *
  • Coordinate and provide basic in-service training consistent with Ever Well curriculum, agency standards, practices, and policies to therapeutic, recovery and behavioral services staff and interns. These in-services include weekly curriculum training, behavioral health staff training, and program outcomes training. The BHPM will participate in these trainings during initial onboarding, with the expectation they lead in-services within 30 days of successfully completing their 90-day onboarding plan. *
  • Work in collaboration with other service line managers to ensure all staff follow company policies and procedures and always remain in compliance with CCL regulation and standards. *
  • Manage Behavioral Health Program Coordinators (BHPC), provide weekly consultation and coordination of individualized behavioral health supports across the Enclave to facilitate resident progress and recovery. This includes oversight of the Targeted Behavioral Agreement Contract processes, supports and reinforcers. Partner with the Residential Service Line managers to expedite the Treatment Relapse Prevention Plan processes, notifications, and collaboration with key stakeholders.
  • Manage the Therapeutic Activities Program Coordinators (TAPC), provide weekly consultation and coordination of activities, groups, classes, holidays, events, specials, and outings. This includes implementation and evaluation of program components, resident participation and programmatic fit of group interventions planned across the Enclave and reported via established KPIs.
  • Seek consultation as needed related to substantive program approaches and clinical information. Monitor and provide feedback on the utilization of service line discretionary and budgeted resources for therapeutic, recovery and behavioral services to meet resident needs. This includes oversight of specific processes and communication channels related to resident funds and purchases as well as supplies used for planned activities and scheduled holidays, events, specials, and outings.
  • Use program outcomes, KPIs and appropriate consultation to support residential, therapeutic, recovery, behavioral and medication staff. Take responsibility by anticipating and/or recognizing possible changes in a resident’s condition, and when necessary, respond to resident crises and/or unusual incidents. Complete required documentation, initiate, and/or revise resident plans. Follow up using established systems and appropriate consultation.
  • Manage the Needs and Service Plan (NSP) process using established system. This includes reviewing and signing each NSP prior to resident admission; responding and coordinating revisions as needed, and ensuring annual updates are completed 60 days prior to each NSP expiration date.
  • Use established Ever Well systems to coordinate and communicate regarding resident care with facility staff, resident case managers, conservator, family members, etc., as appropriate. Ensure consistent messaging and communication both directly and through indirect reports to residents, staff, and key stakeholders, which always furthers the agency mission and program goals.
  • Provide direct care services as needed within their established scope of practice and in conjunction with appropriate span of control. Support direct reports across all schedules and shifts. Participate in after-hours rotation.
  • Understand and perform duties as a mandated abuse reporter. Performs other duties as assigned. *Full-time responsibility of the organization, conduct and evaluation of planned activities. Will be given assistance as necessary in order to ensure that all residents participate in accordance with their interests and abilities. *
  • Participates in and leads facility meetings and training as assigned, requested, or required.
  • Participates in administrative on-call after-hours rotation.
  • Performs other duties as assigned.
  • Assists in the recruitment and hiring of employees; assures provision of initial orientation and ongoing development; conducts performance evaluation and disciplinary actions as required; and assists in the coordination and the deployment of staff consistent with program needs. *
  • Ensures that CCR Titles 9 and 22, regulatory agency and facility requirements, including facility documentation standards, financial records and program assets are maintained. *
  • Manages the implementation of policies and practices to ensure the consistent quality of service delivery and compliance with contractual obligations and regulatory bodies. Develops and implements standards of care and assists staff to work effectively and efficiently with residents.
  • Participate in program development and organizational planning to ensure responsive care consistent with emerging resident needs.
  • Coordinates resident care with facility staff and resident case managers, conservator, family members, etc., as appropriate. Assures services are integrated to meet resident needs.
  • Provide direct services as required.
  • Participates in and leads facility meetings and training as assigned, requested, or required.
  • Participates in administrative on-call after-hours rotation.
  • Performs other duties as assigned.

Requirements

REQUIREMENTS - EDUCATION & SKILLS

  • Bachelor’s degree in social work, sociology, psychology or a closely related field that would qualify them as a Mental Health Rehabilitation Specialist (MHRS); certification in psychiatric, social, nursing, or recovery services desired.
  • Master’s degree in social work or counseling is preferred.
  • Prior experience of at least 3 years in a mental health setting, of which 2 years should be in a 24-hour or residential care setting.
  • A minimum of 2 years of supervisory experience in the health care field required, 4 years is preferred.
  • Demonstrated previous work experience at a facility licensed by the Department of Social Services California Community Care Licensing Program (CCL).
  • Proof of, valid California driver’s license, current automobile insurance, and a good driving record.
  • Has experience with exercising good judgment and acts calmly in emergency situations

REQUIRED - CERTIFICATES AND LICENSES

  • Valid California driver’s license, DMV pull program current automobile insurance, and a good driving record.

REQUIREMENTS - PHYSICAL

  • Walking, Sitting, Pinching and Finger Flexion, and Visual/Auditory Acuity are required constantly (over 2/3 of the workday);
  • Lifting, Carrying, Pushing, Pulling, Bending, Stooping, Crouching, Kneeling and Twisting are required occasionally (under 1/3 of the workday).
  • Balancing, Climbing and Crawling are generally not required.
  • Ability to Pass an Employment Physical.
  • Current TB Test (No negative results within the last 12 months).*
