The Early Childhood Compliance Manager for Systems is responsible for the assigned content areas (1) Program Governance (2) Eligibility, Recruitment, Selection, Enrollment, Attendance, (3) Program Structure (4) Human Resources Management (5) Program Management and Quality Improvement (6) Fiscal and Administrative Requirements and (7) Federal Administrative Procedures. This position is also responsible for collaborating with the Early Childhood Compliance Director on related Management System requirements to ensure integrated systems and services are coordinated and compliant. The purpose of this position is to ensure district, local, state, federal and related regulations meet or exceed compliance for Early Childhood programs to ensure quality services and continued funding. The objective is to maintain a working knowledge of current and changing regulations, conduct training and technical assistance, facilitate on-going monitoring, analyze data, provide individualized supports based on data review results, and facilitate continuous quality improvement. The expected result is for Early Childhood staff, children, and families to receive quality services, strong supports, relevant resources, and continuity of care to ensure Child and Family Outcomes are met or exceeded to help each student succeed.

This position reports directly to the Early Childhood Compliance Director. This position works independently, as well as collaborates under limited direct supervision with the Early Childhood Compliance and Center Teams for grantee and delegate programs and District Administrative Teams.

QUALIFICATIONS: The requirements listed below are representative of the knowledge, skill, and/or ability required to perform this job successfully.

Education

  • A certified public accountant or has a master's or baccalaureate degree in accounting, business, fiscal management, or a related field.

Experience

  • 3-5 years of increasingly responsible experience in fiscal and/or grants management or program monitoring and evaluation.
  • Experience in public school administration, public school district administration, or other large diverse organizations preferred.
  • Administrative experience preferred.
  • Experience with Early Childhood Programs serving children ages 0-5 such as Early Head Start, Head Start, Preschool for All, Prevention Initiative, Early Childhood Special Education, etc. preferred. Experience verifying eligibility for state or federally funded Early= Childhood programs. Knowledge of Head Start Program Performance Standards (including Fiscal and other HHS Regulations), Preschool for All and Prevention Initiative Implementation Manuals, Department of Children and Families (DCFS) guidelines or other related regulations, preferred.

Certificates/Licenses/Registrations

CPA license, if applicable.

Compensation And Benefits (2026-2027 School Year)

Salary Range: $45,000-$54,000
