Place of Performance: Remote and/or IRS facilities in Lanham, MD; Martinsburg, WV; Memphis, TN; Washington, D.C.; Austin, TX; Dallas, TX.

Citizenship: US Citizen (MUST)

Security Clearance: Must be eligible to possess MBI (IRS Background Investigation) clearance. Active IRS MBI clearance is preferred.

Role Overview:

The Program Manager serves as the Contractor's primary point of contact and provides overall leadership, governance, and strategic direction for the Enterprise Data Platform (EDP) modernization effort. The Program Manager is responsible for successfully delivering AWS cloud platform services, Databricks E2 modernization, AI enabled automation initiatives, platform engineering, operations and maintenance activities, cybersecurity compliance, tenant onboarding, and continuous service improvement. The Program Manager ensures alignment with IRS modernization priorities while delivering secure, scalable, resilient, and cost effective platform capabilities.



Key Responsibilities:

  • Direct and oversee all contract activities supporting AWS cloud infrastructure, Databricks E2 environments, platform engineering, security, and operations.
  • Lead execution of EDP modernization initiatives supporting data integration, analytics, automation, and AI enabled capabilities.
  • Manage program governance, staffing, schedule, cost, risk, quality, and performance metrics.
  • Coordinate with IRS executives, technical stakeholders, cybersecurity teams, and platform tenants.
  • Ensure compliance with Treasury, IRS, NIST, FISMA, FedRAMP, and Zero Trust requirements.
  • Oversee Agile delivery, DevSecOps implementation, and automation strategies.
  • Lead transition, tenant onboarding, operational readiness, and service delivery improvement initiatives.
  • Drive innovation through AI assisted operations, predictive analytics, and intelligent automation.



Minimum Qualifications:

  • Bachelor's Degree in Computer Science, Engineering, Information Systems, Business, or related discipline.
  • Minimum 12 years of experience managing large scale federal IT programs.
  • Minimum 5 years leading enterprise cloud modernization initiatives.
  • Demonstrated experience managing AWS cloud programs supporting mission critical systems.
  • Experience managing multi-disciplinary teams supporting cloud engineering, cybersecurity, DevSecOps, data engineering, and operations.



Preferred Certifications:

  • PMP
  • AWS Certified Solutions Architect Professional
  • AWS Certified Cloud Practitioner
  • SAFe Agilist
