Location: Hybrid – Tues & Thurs in office
Position Summary
The Director of Housing Programs provides overall leadership and accountability for Essex County Habitat for Humanity’s homeowner-facing programs, including Critical Home Repair (CHR), Aging in Place, and New Homeownership.
The Director is responsible for program strategy, municipal partnerships, regulatory compliance, long-term portfolio stewardship, and direct service. This role serves as the organization’s primary liaison to public funders and municipal partners and supervises the Homeowner Services Specialist, who manages day-to-day new homeowner program operations.
This position balances hands-on program management with oversight and decision-making authority to ensure high-quality service delivery and long-term sustainability.
Core Responsibilities
Critical Home Repair & Aging in Place
• Lead implementation of Critical Home Repair projects.
• Serve as primary liaison to municipal partners.
• Oversee compliance with CDBG, HOME, EOHLC, and other public and private funding requirements.
• Ensure timely and accurate reporting in collaboration with Finance and Development staff.
• Oversee homeowner intake and eligibility determinations.
• Partner with Construction staff to align scope, timelines, and homeowner communication.
• Monitor program outcomes and recommend process improvements.
New Homeownership Program Oversight
• Provide overall leadership and accountability for selection, approval, and closing of new homeownership program.
• Supervise the Homeowner Services Specialist.
• Approve applicant selections and oversee compliance with fair housing and lending regulations.
• Maintain oversight of closings and mortgage documentation.
• Ensure strong homeowner communication and experience across the build process.
Portfolio Stewardship & Risk Management
• Maintain oversight of Habitat’s permanent affordability portfolio.
• Approve resale pricing and oversee resale process.
• Lead resolution of homeowner non-compliance, delinquency, or occupancy concerns.
• Coordinate with legal counsel and third-party loan servicers as needed.
• Maintain readiness to secure and uphold Qualified Loan Originator (QLO) status as required.
Leadership & Organizational Collaboration
• Contribute to annual program budgeting and planning.
• Develop systems and procedures to ensure efficient, equitable program delivery.
• Partner with Construction, Development, and Finance to ensure integrated operations.
• Represent Habitat in community meetings and public forums as needed.
Qualifications
• Bachelor’s degree or equivalent experience.
• Minimum 3 years in affordable housing, housing counseling, real estate law, or compliance-driven program management.
• Excellent organizational and communication skills.
• Proven ability to manage multiple funding streams and regulatory requirements.
• Bilingual Spanish, written and verbal.
• Experience with publicly funded housing programs (CDBG, HOME, etc.) preferred.
• Supervisory experience preferred.
• Valid driver’s license and ability to travel locally
