The Deputy Director of the Waste Services Department plans, organizes, and provides direction and oversight for comprehensive department programs of the County including planning and coordinating, attending Board meetings, and other administrative duties and training functions in accordance with the mission, goals and objectives as articulated by the Department Director.


The Deputy Director of the Waste Services Department ensures that assigned program functions meet all applicable laws, regulations, and County policies and administrative rules; provides professional assistance to County leadership and staff in areas of expertise; fosters cooperative working relationships with intergovernmental and regulatory agencies; and performs other duties as assigned. This position requires discretion to work with confidential and sensitive issues on a regular basis.


The Deputy Director reports directly to the Department Director.


EXAMPLES OF DUTIES

Performs various high-level assignments with a greater degree and independence and assists the Director in overall policy development for the department.


Responsible for accomplishing divisional goals and objectives within the general policy guidelines for major functional areas assigned and for special programs and projects.


Responsible for strategic planning, organizing, and directing lower support staff for the County and the Department.


Provides direct supervision for professional, technical, and administrative staff assigned to the Department.


Provide oversight as assigned by the Department Director.


Directs and oversees the planning and conducting of various training and needs assessment activities


Maintains and supervises the Information System as they relate to the Department.


Interprets and apply County rules, policies and procedures, Memoranda of Understanding, and local, state and federal laws. Develops and revises department policies, procedures, and programs.


Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the assigned program area.


Prepares, administers, and is responsible for the budget for assigned program areas; forecasts additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget, and monitors and controls expenditures.


Plans, organizes, administers, reviews, and evaluates the work of department staff directly.


Provides for the selection, training, professional development, and work evaluation of department staff; authorizes discipline as required; and provides policy guidance and interpretation to staff.


Directs, oversees, and develops the business work plan related to assigned program area; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures; and prepares various staff reports on operations and activities


Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; and directs the implementation of change.


Prepares and directs the preparation of a variety of written correspondence, reports, procedures, and other written materials. Maintains and directs the maintenance of working and official department files. Monitors changes in laws, regulations, and technology that may affect department operations; and develops policy and procedural changes as required.


Provides technical advice to the County leadership in area of expertise.


Builds and maintains positive working relationships with co-workers, other County employees, and the community.


Confers with and represents the Department and the County in meetings with various governmental agencies, developers, contractors, businesses, industrial groups, and the community.


Assumes the responsibility of the Director in their absence.


Performs other duties as assigned.


TYPICAL QUALIFICATIONS

Minimum Qualification Requirements:


Training and Experience:

Bachelor’s degree in Business Management, Business Administration, Public Administration, Civil or Environmental Engineering, or a related field and at least five years' experience in a supervisory/management position operating Landfill and Transfer Station operations; or a combination of education and experience equivalent to these requirements.


Licenses and Certifications:

Valid license from state of residence

Ability to obtain UF TREEO Training within six months of employment

  • Landfill Operators and C& D Site Certificate
  • Transfer Station Operators and Material Recovery Facilities Certificate

Knowledge, Skills, Abilities, and Other Characteristics (KSAOs):

Fiscal management practices related to public funds and/or enterprise accounts

Budgeting principles, mathematical concepts, public administration principles

Project management principles

Principles, practices, and techniques in a public agency setting, including recruitment, selection, equal employment opportunity, and employee orientation

Employee relations, including the interpretation of laws, regulations, policies, and procedures

Practices of researching program issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports

Administrative principles and practices, including goal setting, program development, implementation, and evaluation and supervision of staff, either directly or through subordinate levels of supervision

Principles and practices of budget development, administration and accountability

Organization and supervisory practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned program

Modern office practices, methods, and computer equipment recordkeeping principles and procedures

Computer applications related to work English usage, grammar, spelling, vocabulary, and punctuation Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations

Excellent oral and written communication skills

Practical application of collective bargaining and employment laws effective written and oral communications, listening, presentation, group facilitation; influencing and negotiations

Thorough understanding of negotiation techniques

Thorough understanding of dispute resolution and compensation administration computerized systems for word processing, spreadsheet applications and data bases to retrieve and analyze data and/or create reports

Coordinating activities with other internal departments and/or external agencies

Effective project and time management

Conducting detailed research

Monitoring and administering budgets

Obtaining and interpreting market prices and trends

Communication and interpersonal skills as applied to interaction with coworkers, supervisors, the public, etc. sufficient to exchange or convey information and to receive work direction

Emergency Management Responsibilities:

During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.


Physical Requirements:

Positions in this class typically require sitting, standing, talking, hearing, seeing, finger and hand dexterity as well as repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
