Position Summary:

Serve as in-house legal advisor under the direction of the Property Appraiser, providing expert counsel on matters involving property law, ad valorem taxation and administrative policy. This is a senior-level position responsible for legal representation, risk management and legal compliance across the organization.


Key Responsibilities:

  • Provide legal advice, draft opinions and perform legal research.
  • Represent the office in state/federal courts, appellate proceedings and Value Adjustment Board (VAB) hearings.
  • Draft, review and negotiate contracts, policies and memoranda.
  • Oversee and advise on public records requests and statutory compliance.
  • Develop and deliver legal training to staff on Florida title and ad valorem exemption laws.
  • Supervise staff and oversee case management systems and legal documentation, and responsible for personnel matters related to staff, including but not limited to preparation of evaluations, approval of leave, review of time records and disciplinary action in cooperation with Human Resources.
  • Liaise with outside counsel and manage litigation as needed.
  • Assist departments with policy development aligned with current laws.
  • Maintain continuing legal education and bar license.
  • Perform additional duties as assigned.

Qualifications:

  • Juris Doctor (J.D.) from an accredited law school; and
  • Active member of the Florida Bar in good standing; and
  • Preferred 5 years of legal experience, with 3 years in government, real estate or ad valorem tax law.

Skills & Competencies:

  • Expertise in Florida Administrative Codes, and federal, state and local governmental laws affecting municipal operations.
  • Strong written and verbal communication skills.
  • Sound judgment and ability to navigate complex legal issues and provide legal advice accordingly.
  • Effective team collaboration and leadership abilities.
  • Proficient in legal drafting and case analysis.
  • Capable of managing deadlines and shifting priorities.
  • Familiarity with case management systems and public sector procedures.

Work Environment & Requirements:

  • Sedentary office work; occasional walking or light lifting (up to 10 lbs.).
  • Normal visual and auditory functions required.
  • Must be eligible for bonding.

Salary is based on experience. Excellent benefits plus retirement package.
