Primary Purpose
To provide effective online and blended learning design that aligns with best practices, leadership, professional development, technical assistance, and other related products and services for internal departments that impact campuses, districts, and charter schools that will ensure improved student academic achievement. Consult with external and internal personnel on online and blended learning course design and development.

Education/Certification
Master's Degree in education, instructional design, or instructional technology or equivalent, preferred
Special Knowledge/Skills
Team-oriented attitude and desire to work collaboratively with external clients, ESC staff campus/district/charter school personnel
Strong organizational, public relations, and interpersonal skills
Deep knowledge of LMS design tools (Canvas preferred)
Knowledge of research methodologies and techniques, processes and standards for planning and implementing instructional design and development, instructional technology and non-technology media, materials development, and implementation principles
Knowledge of adult learning theories, instructional strategies, curriculum development, evaluation, and learning transfer
Knowledge of and skills in design principles, blended and online learning, and computer applications for project management and communication purposes
Expertise with word processing, spreadsheet, presentation, and eLearning authoring software applications (e.g., Camtasia, Illustrator, H5P, storyline, PowerPoint)
Excellent customer service and interpersonal skills
Excellent oral and written communication skills
Knowledge of accessibility standards for web-based content
Experience
Two (2) years of related training and course development experience
Experience with learning management systems
Experience with eLearning authoring tools
Online teaching and/or instructional design, preferred
Two (2) years of teaching experience, preferred

**This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds.
Actively participate in and/or provide leadership of inter-departmental teams to help improve student performance in the region, to improve the ESC's internal operations, and meet the established goals and objectives of the ESC.
Respond as the first point of contact to all stakeholders in the education community
Participate in designated local, state, and national professional development activities and share information with ESC staff and appropriate regional personnel
Develop instructional design projects from inception to completion
Provide instructional design and course development support to internal consultants
Assist in the development of course content and instructional strategies, including course materials, assessment techniques, and appropriate integration of instructional technologies and best practices
Develop graphics, audio, video, animation, and interactive design elements
Develop online design resources and ESC norms for design
Perform online course reviews and apply design principles
Research and recommend online learning technology solutions
Perform other duties as assigned

Computers, projection devices, control panels in meeting rooms, printers, productivity software, software specific to the job assignment (e.g., Adobe Creative Cloud, Articulate 360, Canvas LMS, Google Workspace, H5P, Microsoft Office, Smartsheet, TechSmith), network resources, Internet resources, and other hardware and software necessary to effectively and efficiently perform the functions of the job. Working Conditions (Mental Demands/Physical Demands/Environmental Factors)
Mental: Public relations and people skills are always required, work with frequent interruptions, and maintain professional composure and confidentiality under stress.
Physical: Occasional prolonged and irregular hours. Ability to move tables and chairs and load and unload boxes/materials. Prolonged use of computer. Frequent daily and region-wide travel. (Requires employee to provide reliable transportation; mileage and expenses reimbursed in accordance with ESC Region 11 policies).
Environmental: This job may qualify for a hybrid position. It may require working both in-office and remotely. The work and deliverables will drive the environment.
Evaluation
Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance, need, and funding.
