Definition of Class
- Reporting to the Deputy Director of Human Resources, this position administers comprehensive human resources programs for the Department of Human Services (approximately 260 employees). The role focuses on reviewing, processing, and recording HR actions in strict compliance with the Erie County Merit Hire System and Pennsylvania State Civil Service regulations. The analyst is expected to stay current with industry trends and apply best practices to enhance HR processes.
Nature of Work
- This position actively facilitates and provides recommendations for key HR functions, including recruitment, onboarding, job evaluation, training programs, labor relations, employee benefits, and leave management. Work is performed with considerable independence under general supervision, and the role may include overseeing the duties of lower classified administrative staff.
Duties & Responsibilities
- Ensures that Erie County remains compliant with requirements of the Pennsylvania Civil Service Commission in order to maintain Erie County’s waiver to have a local Merit Hire process.
- Have a complete understanding of all policies and procedures as approved by the Pennsylvania Civil Service Commission for Erie County’s Merit Hire system and ensure that all staff operate within these protocols.
- Facilitate recruitment and retention activities for DHS including ensuring that:
- o Testing space is available
- o Tests are administered and scored appropriately and expeditiously
- o Lists are maintained of eligible applicants for positions
- o Interviews are coordinated with staff and applicants
- o All necessary documentation is maintained
- o Advising supervisors on proper procedures for interview and selection
- o Procuring temporary employees when necessary
- Ensures compliance with Equal Employment Opportunity Commission (EEOC) regulations and Erie County policies and procedures.
- Facilitates the distribution of performance evaluations for all DHS staff on their anniversary dates.
- Assists HR Director and Deputy Director in analyzing job descriptions for positions being created or reclassified to determine proper classification.
- Reviews employee data summaries for qualifications to determine whether minimum experience and training requirements are satisfied and whether the requested action conforms to regulations and the respective HR action plans.
- Oversees employee personnel records to ensure the following information is maintained: current and historical position assignments, salary/wage data, County anniversary date, pay range per classification, number of hours worked per week and employee performance evaluations.
- Acts as the department liaison and quality assurance/compliance officer for all duties related to HR at the Department of Human Services.
- Reviews and updates employee history reports to be submitted to the State.
- Prepares and processes HR actions concerning the staff of the Department of Human Services for conformity to State and County requirements
- Participate in career fairs, career information sessions and other recruitment related events; represent the Erie County Department of Human Services at these events.
- Operates in strict accordance with applicable laws, regulations, established policies and bargaining unit agreements to ensure fair and standardized treatment of employees and applicants.
- Develop standard processes and procedures for the HR Analyst II/DHS functions by maintaining a position manual.
- Attend meetings and scheduled training sessions as directed in addition to occasional travel as necessary and appropriate.
- Participate in exit interview with employees.
- Performs other HR-related work for the Department of Human Services as required and assigned by the Deputy Director of HR and/or Director of HR.

Minimum Requirements
- Bachelor’s Degree in Human Resource Management, Public Administration or related field plus a minimum of three (3) years of experience in Human Resources or related field OR an equivalent combination of training and/or experience
Preferred Qualifications
- PHR or SPHR certification
Supervision Received
- Work is performed independently with guidance from the Deputy Director of HR as well as oversight from the Director of HR and the Director of Human Services. Work is reviewed through annual performance evaluation.
Conditions Of Employment
- Required to provide and subject to satisfactory completion of Pennsylvania criminal and child abuse background checks as well as satisfactory completion of an FBI fingerprint clearance.
