JOB SUMMARY
You lead operations for a Texas Freestanding Emergency Medical Care (FEMC) facility. You keep the site ready 24/7, run day-to-day performance, manage non-physician teams, own budget and facility operations, and ensure compliance with Texas Health and Safety Code Chapter 254 and Texas Administrative Code Title 26, Chapter 509.
KEY RESPONSIBILITIES
Regulatory compliance and risk
- Maintain Texas HHSC licensure, renewals, and ongoing compliance.
- Ensure required patient disclosures and signage are posted and maintained, including HB 2041 / SB 425 requirements for fees, network status, and notices.
- Serve as the primary contact during surveys and inspections; lead corrective action plans and sustain survey readiness.
- Maintain transfer agreements and transfer protocols with local hospitals for patients needing admission or higher levels of care.
- Ensure secure handling, access control, and retention of medical records per HIPAA and Texas requirements.
Operations and quality
- Ensure 24/7 readiness, including staffing, supplies, equipment, and emergency preparedness planning.
- Track and improve core operational metrics, including Door-to-Doctor and Length of Stay.
- Lead department operations across Nursing, Radiology, Laboratory, and Registration.
- Lead QAPI activities and reporting, including incident reporting, infection control, and patient satisfaction.
- Ensure safe, clean, compliant facility conditions, including vendor-managed services and physical plant readiness.
Financial management
- Build and manage the annual operating budget; control labor, overtime, and non-labor spend while maintaining safe coverage.
- Ensure front-end registration accuracy to reduce claim denials and billing rework.
- Ensure point-of-service collections follow policy and meet performance expectations.
- Manage vendor contracts and inventory controls for medical supplies, pharmaceuticals (as applicable), laundry, and bio-medical waste; reduce expired or wasted inventory.
People leadership
- Recruit, hire, and onboard clinical and administrative staff.
- Ensure required licensure and certifications remain current for assigned roles (BLS, ACLS, PALS, TNCC, ENPC, and other role-based requirements).
- Set clear expectations, coach leaders, manage performance, and resolve staff issues quickly and fairly.
- Build a patient-first culture focused on safety, service, and teamwork.
QUALIFICATIONS
Education
- Required: Bachelor’s degree in Healthcare Administration, Business, Nursing, or related field.
- Preferred: Master’s degree (MHA, MBA, MSN).
Experience
- 3 to 5 years of leadership experience in an Emergency Department or Freestanding ER.
- Hands-on experience with Texas HHSC FEMC standards, inspections, and readiness.
- Proven budget ownership and working knowledge of revenue cycle basics.
Skills and knowledge
- Strong working knowledge of Texas FEMC rules, including advertising and out-of-network disclosure expectations.
- Calm decision-making during emergencies, outages, and severe weather events.
- Strong EMR experience (ePowerdoc (EPD) and CMD) and comfort with basic reporting tools.
- Clear communication across clinical teams, physicians, vendors, and executives.
Work requirements
- On-call availability by phone for administrative emergencies.
- Clinical environment with potential exposure to infectious disease and high-stress situations.
- Ability to stand for extended periods and occasionally lift up to 25 lbs.
