What are the responsibilities and job description for the HR Specialist/Recruiter position at EPISCOPAL COMMUNITY SERVICES (ECS)?

Reporting to the VP of Administration, the HR Specialist/Recruiter is responsible for the full cycle recruitment process – screening, coordinating interviews and recommending placement of staff by using creative methods of sourcing. The HR Specialist/Recruiter will also perform a variety of professional, technical and analytical human resources activities in support of one or more functions within the department.

ESSENTIAL FUNCTIONS:

Primary Duties (70%)

  • Administers employee recruitment and selection activities for assigned programs and positions.
  • Confers and consults with hiring manager on job requirements and needs.
  • Prepares and post job announcements, media and job board postings.
  • Prepares and administers job-related selection procedures.
  • Develops and maintains contact with various sources to meet staffing and diversity objectives.
  • Responds to applicant and candidate questions and concerns using applicant tracking system.
  • Uses traditional and nontraditional resources, such as career fairs, online job fairs, community network events, building relationships with colleges/universities, etc., to identify and attract quality candidates.
  • Coordinates advertising programs to ensure high visibility with potential candidates.
  • Helps develop interview questions to be used for all interview sessions.
  • Invites applicants and panel members to participate in interviews.
  • Coordinates space to conduct interviews or sets up virtual interview meetings.
  • Communicates important employment information during delivery of employment offers (e.g., benefits, compensation, accruals).
  • Counsels current employees and applicants regarding employment opportunities and selection process.
  • Follows up with candidates and hiring managers to obtain feedback regarding recruiting process.
  • Ensures candidate activity and status is updated in the applicant tracking system.
  • Monitors, reviews and screen applications, resumes and supporting documents received from applicants (including credentials, certifications, licensures and/or school transcripts)
  • Monitors all pre-employment items are completed prior to hire, including but not limited to, Livescan results, health screenings, drug/alcohol tests.
  • Conducts reference checks, verification or previous employment, education verification and related certifications/licensures.
  • Initiates thank you correspondences for applicants not selected for interviews.
  • Performs job analyses to identify essential job functions and associated knowledge, skills and abilities.
  • In collaboration with hiring manager, writes job descriptions.
  • Prepares or maintains employment records related to personnel changes and certification tracking using human resources management software.
  • Works with hiring managers and ensures that all phases of recruitment and selection comply with federal, state and local laws, regulations and guidelines.

Other Human Resources Duties (30%)

  • Serves as a back-up for onboarding and new hire orientation
  • Assists in the investigation of employee concerns or disputes, documents findings with HR team and program management.
  • Assists and be available to participate in performance, coaching and counseling meetings under the direction of HR team.
  • Provides back-up support for Human Resources team, as needed.

This job description is not intended to be all-inclusive, and employee will also perform other reasonable business-related duties as assigned by immediate supervisor and other management team members.

EDUCATION & EXPERIENCE: BS in Business Management, Human Resources, Psychology or related field or at least two (2) years of progressive experience in human resources. At least two (2) years’ experience supporting behavioral health programs, outpatient treatment services for adults with substance use disorders and/or residential facilities.

OTHER/SPECIAL: Ability to pass a physical examination, drug/alcohol and tuberculin skin test. Proof of COVID-19 vaccination required. Fingerprint clearance and criminal check required. Free from exclusion and debarment. Meet the State of California immunization requirement for employees of day care centers, immunization proof against influenza, pertussis and measles. Ability and means to travel as needed in a timely manner within San Diego County, to locations that may have limited access to public transportation. Verification of current driver’s license and insurance required for personal car usage.

Job Type: Full-time

Pay: $25.00 - $27.00 per hour
