What are the responsibilities and job description for the MAT Operations Manager position at Envision Health Inc?
Key Responsibilities:
Licensing & Program Development
- Lead the development, submission, and approval of all new program licenses and service locations
- Manage all DBHDS applications, service modifications, and renewals
- Ensure all locations meet state, local, zoning, fire, and occupancy requirements prior to operation
- Coordinate inspections, documentation, and readiness for audits and site reviews
- Maintain a centralized licensing tracker for all programs and locations
- Partner with leadership on strategic expansion planning and execution

MAT (OBAT) Licensing & Oversight
- Oversee all current and future Medication-Assisted Treatment (MAT/OBAT) licenses
- Lead expansion of MAT services in:
o Hampton
o Roanoke
o Lynchburg
o Additional future locations
- Ensure full compliance with all DMAS and DBHDS MAT regulations
- Monitor license status, renewals, and regulatory updates
- Serve as the primary contact for MAT-related audits, inspections, and regulatory communications
- Support clinical and executive leadership in program readiness and compliance execution

Credentialing & Payer Relations
- Prepare and submit all documentation required for provider and service credentialing with insurance companies and MCOs
- Ensure all providers and services are fully enrolled with DMAS and commercial payers prior to service delivery
- Maintain complete and accurate credentialing files (licenses, W-9s, malpractice insurance, certifications, etc.)
- Track all submissions and proactively follow up to prevent delays or denials
- Serve as the primary liaison between Envision Health Inc. and all insurance payers
- Manage recredentialing timelines to ensure uninterrupted billing and network participation

PRSS System Management
- Build, manage, and maintain all service locations within the Provider Registration and Service System (PRSS)
- Ensure all locations are accurately linked to:
o Active licenses
o Approved services
o Credentialed providers
- Maintain accurate and up-to-date system data, including addresses, services, and operational status
- Prevent billing disruptions by ensuring PRSS accuracy at all times
- Support new program launches by ensuring PRSS approval prior to service activation

Compliance & Regulatory Oversight
- Ensure organization-wide compliance with DBHDS, DMAS, and payer regulations
- Assist in the development and implementation of policies, procedures, and compliance frameworks
- Prepare for and support audits, licensing reviews, and inspections
- Monitor regulatory updates and implement necessary operational changes
- Partner with executive leadership to ensure all programs meet state and federal standards

Qualifications
Education & Experience
- Bachelor’s degree in Healthcare Administration, Business Administration, Public Health, or related field (Master’s preferred)
- Minimum 3–5 years of experience in:
o Behavioral health or healthcare operations
o Licensing, credentialing, or compliance management
- Demonstrated experience working with DBHDS, DMAS, and insurance payer systems
