A Water Resources Engineer is responsible for planning, designing, and managing systems related to water resources and contributes to the continued growth of our regional office in the Asheville NC area. This role includes developing restoration design solutions for stream and wetland projects. The position emphasizes collaboration with clients, engineers, and project managers to ensure the timely and cost-effective delivery of projects that meet regulatory standards. This position will operate under the ES Engineering P.C. organization in compliance with State of North Carolina requirements.
Essential Duties & Responsibilities
Design and Construction Document Development
- Data analysis, design, and management of restoration projects.
- Create stream and wetland designs using AutoCAD Civil 3D, including channel design, site grading and earthwork analysis.
- Lead plan set development to ensure the documents convey the design intent and meet the goals of the project
- Perform hydrologic and hydraulic modeling using tools such as HEC-HMS, HEC-RAS, or SWMM.
- Generate material quantities, cost estimates, specifications, and other documents necessary for construction implementation.
- In depth knowledge of local, state, and federal environmental compliance regulations such as NC DEQ, DNR, ACOE, and NCDOT.
Project Leadership
- Collaborate with project managers, clients, and other engineers to deliver projects within scope and budget.
- Ensure all designs comply with industry codes, standards, and regulations.
Technical Documentation
- Lead the development of engineering technical memoranda, reports, drawings, specifications, and other project related documents.
- Review and approve engineering design documents including specifications and drawings.
- Provide technical language and data for permits, applications, and compliance reports.
Requirements
Minimum Qualifications:
- Education: Bachelor’s degree in Civil, Environmental, or related engineering fields.
- Professional Engineer (PE) license in the state of North Carolina.
- Experience: A minimum of 8 years of experience in water resources engineering and at least 2 years of design experience with stream restoration projects.
- Demonstrated proficiency in AutoCAD Civil 3D
- Professional experience with hydrologic and hydraulic modeling software such as HEC-HMS, HEC-RAS, or SWMM.
- Proven project management experience.
Preferred Qualifications:
- Experience:
- Master’s degree in Water Resource Engineering or a related field.
- Familiarity with GIS software
- Experience working with municipal, state, or federal clients.
- Knowledge of industry standards, such as ASCE, AWWA, and EPA regulations.
- Strong analytical, communication, and problem-solving skills.
- Ability to work independently, self-critique work, and multi-task regularly in a fast-paced environment with multiple changes, accepting responsibility for critical work products and meeting tight deadlines.
Work Environment
The work environment can be a mix of in-office and remote work depending on candidates’ location and as approved by a manager. Some work will be outdoors in all kinds of weather and sometimes in remote and challenging locations.
Standard office equipment will be provided to work in the office or at home. For any allowable remote work. uninterrupted home-based internet is a must in your home to attend and host video calls, along with a minimum bandwidth speed of 20 mbps.

Working Conditions: Office and occasional fieldwork. Fieldwork will include the ability to work in various weather conditions and terrains. Fieldwork will be inclusive of active construction sites.
Physical Requirements:
- Light work that includes moving objects up to 50 lbs.
- Communication with others to exchange information.
Travel Requirements: Occasional overnight travel may be necessary on a project-specific basis.
