Duties Description

Responsible for providing leadership, direction, and oversight to the Offices of Public Protection: which is comprised of the Division of Law Enforcement; the Division of Forest Protection and Fire Management; and the Emergency Management Unit. The incumbent advises the Commissioner on public protection and developing issues by proposing recommendations, developing policy and procedural changes; and supervising their implementation. Evaluate the effectiveness of these programs in meeting the needs of both the public and the Department. Serve as the Commissioner’s representative addressing issues related to the Office of Public Protection to the Office of the Governor, various professional organizations, and governmental bodies.

The incumbent will develop annual work plans that address Department priorities and staffing allocations as well as provide guidance and assistance in the development of new positions to address work load shortfalls. The incumbent will represent the Department on various multi-agency task forces and committees on issues related to emergency response and homeland security. The incumbent will be the Department’s point of contact and/or liaison to various local, State and federal agencies on matters related to emergency response and homeland security.


DUTIES:

•Provide guidance and direction to the two divisions and one office with regard to all issues including but not limited to: budget preparation; staff recruitment, training, and management; issues involving academy infrastructure and operations; operation of the dispatch and radio systems; implementation of the Delineation of Duties and issues related thereto, and generally overseeing all aspects of the programs.

•Provide counsel and recommendations to DEC Senior Executive on strategic initiatives, organizational priorities, emerging risks and sensitive operational issues. This includes real-time decision-making during complex emergency incidents.

•Coordinating with other Deputy Commissioners for relevant programs to provide support and ensure proper integration of OPP resources.

•Support the development, evaluation, and implementation of policies, procedures, and program improvements to enhance operational effectiveness, accountability, and mission readiness across the two divisions and one office.

•Foster relationships and consistent communications with key external stakeholders, including labor representatives, federal, state and local governmental partners, and other public safety organizations.

•Serve as DEC’s lead executive contact for emergencies. Support EMU’s coordination and oversight of the DEC response of multiple Divisions including DFP, DLE and Spills. Also serve as DEC’s liaison with the Division of Homeland Security and Emergency Services (DHSES), including after hours and weekend response.

•Ensure adequate resources to carry out planning, preparedness, training and response to emergency incidents under the authority and responsibility of DEC, as well as normal operation of the programs.

•Serve as DEC’s interface with the State Disaster Preparedness Commission, DHSES, the Federal Emergency Management Agency (FEMA), the Regional Response Team, and other standing or ad hoc emergency management groups.

•Ensure that DEC complies with the national Incident Management System (NIMS) in training and during emergency response.

•Maintain DEC’s emergency management plan, continuity of operations plan and the communications/notification protocol.

•Disseminate information and missions to the appropriate regions and programs when the needs are communicated from outside DEC.

•Coordinates discussions about law enforcement policies externally, within the Department, and with other State Agencies.

•Advance agency’s commitment to diversity and inclusion and demonstrate a commitment to cultural competency.

Minimum Qualifications

M-7: Bachelor’s degree and 11 years of relevant experience. *

*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.

Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
