Job Description Summary

The Senior Director Pillar 3’s (“Pillar 3 Leader”) mission is to wake up every morning thinking about the regional talent supply chain and how to enhance and expand the production output of the regional talent supply chain which includes primary, secondary, graduate, and continuing education pathways. The Pillar 3 Leader is responsible for designing, implementing, and managing the Pillar 3 initiatives outlined in the EnterpriseKC plan for the cybersecurity cluster titled: The Case for a Regional Cybersecurity Center of Excellence. The Pillar 3 Leader will also work to expand workforce supply chain strategies and programs beyond the cybersecurity cluster to other high opportunity clusters as they are developed.


As part of this effort, the Pillar 3 Leader will work with the Cluster Brain Trust (CBT), regional academic, government, and enterprise advocates, and other Pillar Leaders, to ensure that strategies and programs are based on the workforce needs of enterprise and public sector customers and that the EnterpriseKC operating system for economic development is fully embedded within the regional education supply chain to accelerate the development of workforce-ready graduates


Job Description

Ownership

  • Relationships with higher education leadership, Board of Regents, state boards and departments of education.
  • Workforce framework adoption across all academic pathways.
  • Capacity to produce workforce-ready graduates.
  • Workforce production capacity planning.
  • Creation of the Talent Production Orders.
  • Workforce ready quality assurance metrics.
  • Market expansion of for TalentSphere and XRange within the workforce supply chain.


Key Responsibilities

  • Expand capacity to produce workforce-ready graduates across all pathways.
  • Work with Pillar 8 Leader to create and maintain an educational asset map depicting academic programs and pathways by cluster.
  • Work with Pillar 2 Leader to align demand with workforce production.
  • Implement industry-approved education programs in the region’s K-12 school districts.
  • Develop and implement strategies to align high school, technical, and community college workforce education programs with workforce demand.
  • Establish apprenticeship programs for all educational pathways that include real-world learning and industry-recognized stackable credentials.
  • Develop strategies that ensures all college-bound graduating high school students have at least 24 hours of transferable college credit.
  • Work with other Pillar Leaders to complete multichannel initiatives.
  • Ensure the regional academic supply chain is using the TalentSphere to match enterprise demand with workforce ready talent.
  • Ensure the regional academic supply chain is using the Assessment Tool within TalentSphere to identify individuals with industry identified attributes and skills.
  • Ensure the regional academic supply chain is using the Heartland Cyber Range and xRange derivatives to foster real-world learning and improve workforce readiness.


General Responsibilities

  • Remain current on workforce and workforce supply chain issues impacting each Cluster.
  • Develop and execute project plans and hold regular stakeholder meetings to update project progress.
  • Provide expertise and consultative advice to the workforce supply chain to optimize the regional workforce development ecosystem.
  • Respond to all requests from external and internal clients in a timely and professional manner.
  • Regularly attend cluster-specific user group and networking events across the region.
  • Identify business and market trends utilizing multiple sources of data.
  • Comply with all company policies and proactively protecting confidentiality of Client and company information.
  • Develop weekly Progress, Problems, Plans (P3) report.
  • Additional responsibilities as assigned.


Expected Outcomes

  • Cluster Workforce Framework adoption by all education pathways within 24 months.
  • Regional CTE programs incorporate cybersecurity through its IT program within 12 months.
  • 100% of the region’s school districts offer industry-approved education programs within 2 years.
  • Double the number of workforce-ready STEM graduates from regional universities, community colleges and technical schools within 5 years.
  • Double the number of graduates from private specialty cyber programs within 24 months.
  • Double the number of STEM M.S. and Ph.D. graduates within 5 years
  • 75% of the region’s higher ed, technical and community colleges are using the TalentSphere and xRange platform within 3 years.

  • Enrollment and graduation rate in STEM programs through all four pathways and trend.
  • Production capacity by entity by pathway and trend.
  • Rate of adoption of the Workforce Framework and industry approved curricula.
  • NSA CAE Cyber Defense designations.
  • Number of 2 and 4-year schools offering industry approved STEM degree.
  • Rate of adoption of K-12 cybersecurity, robotics, and computer science curricula.
  • Primary and secondary teachers trained in cybersecurity, robotics, and computer science education and trend.
  • STEM graduation rates across all 4 Pathways by degree and certification.
  • Student and industry participation rates for internships and apprenticeships.
  • Net graduate and transitioning military migration rate and trend.
