As part of this commitment, HolBrock Estates maintains a dedicated Special Police Department responsible for ensuring the safety and security of our residents, staff, and facilities across multiple licensed sites.
POSITION TITLE: Special Police Officer

WORK SCHEDULE: Part-time equivalent; must be available for site coverage, scheduled patrols, and on-call incidents as needed
ACCOUNTABLE TO: Special Police Officer Chief (Chief Executive Officer in the absence of Special Police Officer Chief)
ACCOUNTABLE FOR: Maintaining a secure and orderly environment for clients, staff, and visitors by patrolling designated properties, preventing and responding to incidents, and enforcing facility policies in accordance with Maryland law and organization standards
CLASSIFICATION: 1099 Independent Contractor
COMPENSATION RATE: $22.00 per hour
ANTICIPATED TRAVEL: Yes – multiple properties throughout Maryland
SUMMARY OF POSITION RESPONSIBILITIES:
The Special Police Officer is responsible for the safety and protection of residents, staff, and property across designated behavioral health, housing, or administrative sites. Officers perform patrol duties, respond to safety incidents, assist in behavioral health crisis support, and enforce facility safety procedures in accordance with the authority granted under their Maryland Special Police Commission.
This role is mission-aligned and requires trauma-informed practices, professional restraint, strong documentation, and the ability to de-escalate situations while ensuring client dignity and program integrity.
SCHEDULED DUTIES AND RESPONSIBILITIES:
Security & Patrol- Patrol assigned facilities, common areas, entrances, parking lots, and grounds
- Monitor for suspicious activity, unauthorized visitors, and potential safety threats
- Provide visual deterrence through professional presence and regular visibility
- Document and report all patrol activities, incidents, or property concerns
- Respond to behavioral incidents, medical emergencies, or physical altercations
- Use de-escalation strategies and request additional support (clinical, EMS, or law enforcement) when needed
- Assist in emergency evacuations, lockdowns, or drills
- Prepare accurate, timely incident reports with full narrative documentation
- Ensure only authorized persons enter program space; monitor visitor sign-in/out
- Enforce policies related to loitering, contraband, curfews, or restricted access
- Support program staff with client re-engagement or behavioral redirection as appropriate
- Escort residents or staff during sensitive procedures or transportation needs
- Remain in compliance with Maryland State Police regulations and facility policies
- Maintain current Maryland Special Police Commission and CPR/First Aid certification
- Communicate regularly with site leadership and Special Police Officer Chief
- Participate in staff meetings, safety briefings, and ongoing training
UNSCHEDULED DUTIES AND RESPONSIBILITIES:
- Provide coverage for call-outs or short-notice incidents
- Assist with perimeter checks during community events or inspections
- Support external law enforcement agencies during investigations on-site
- Collaborate with clinical teams during crisis debriefings or follow-up reviews
- Represent HolBrock Estates during city, state, or accreditation reviews related to safety or policing
PHYSICAL DEMANDS:
- Walking or standing for prolonged periods
- Occasional restraint, lifting, or physical redirection in emergencies
- Ability to work in indoor and outdoor conditions, in all weather
WORKING CONDITIONS:
- Residential or outpatient care environments
- May involve interactions with individuals in active behavioral health crisis
- Requires calm, professional demeanor in high-pressure situations
COMPETENCIES AND SKILLS:
- Knowledge of Maryland Special Police authority and procedures
- Experience with safety inspections, emergency planning, and CARF standards
- Excellent written communication for report writing and documentation
- Ability to maintain calm, professional demeanor in emergencies
- Strong leadership, policy enforcement, and training delivery skills
- De-escalation or trauma-informed care training (e.g., CPI, TCI)
- Prior experience in group home, shelter, or psychiatric treatment environments
- Familiarity with COMAR, HIPAA, and client rights in supportive housing settings
EDUCATION / TRAINING / QUALIFICATIONS:
- Valid Maryland Special Police Officer Commission (must be current and in good standing)
- High school diploma or GED
- CPR/First Aid Certification (or ability to obtain within 30 days of hire)
- Minimum 1 year of experience in law enforcement, security, or behavioral health settings
- Strong written communication and incident documentation skills
