Job Summary

Alaska Overview

ConocoPhillips Alaska, Inc. is Alaska's largest crude oil producer and largest owner of exploration leases, with approximately 1 million net undeveloped acres at year-end 2023. The company produced an average of 195 thousand barrels of oil equivalent per day (MBOED) in 2023. ConocoPhillips Alaska holds major ownership interests in two of North America's largest legacy equivalent per day conventional oil fields, both located on Alaska's North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips Alaska owns and operates several fields on the Western North Slope. The company also has an ownership interest in the Trans-Alaska Pipeline System and owns and operates the Polar Tankers fleet.

Position Overview

If you are selected as the Environmental Advisor - Permitting you will be reporting to the Director of Environmental Sustainability & Permitting (ES&P) and will be responsible for negotiating and securing environmental and land use permits associated with exploration, development, and production operations for ConocoPhillips Alaska (CPA).

Your responsibilities may include:

  • Assess and identify environmental and land use permit needs for CPA's existing operations and new developments
  • Work closely with operations and project personnel in anticipating needs as well as identifying potential obstacles and opportunities for permitting
  • Evaluate and communicate potential impacts of permitting decisions to internal stakeholders
  • Utilize innovation to reduce environmental impact of permitting decisions and/or drive responsible cost reduction and workplace efficiency
  • Prepare operational and development permit applications and renewals (e.g., gravel mining, gravel and ice roads and pads, bridges, rights-of-way, and water sources)
  • Prepare and maintain forecasts and timelines for required regulatory permits and authorizations for projects
  • Strive to understand potential effects of decision-making on external stakeholders
  • Serve as the primary contact with regulatory agencies and other external stakeholders for assigned permitting activities
  • Cultivate and maintain good working relations with regulatory agency personnel and other key external stakeholders
  • Engage contractors to assist with permitting and planning, as needed, and manage the associated deliverables and budgets
  • Actively support the Intelex Permits module as the underlying platform of a robust regulatory compliance assurance program
  • Establish and maintain interdependent working relationships with CPA projects groups, discipline engineers, field operations, and field environmental coordinators
  • Support CPA HSE objectives and programs, and actively participate in work being coordinated by other members of the ES&P team, as necessary
  • Advocate for sensible permitting regulations of interest to CPA; collaborating whenever possible with industry trade groups and/or other affected entities
  • As needed, serve as CPA's regulatory permitting subject matter expert spokesperson in interactions with external stakeholders
  • Ensure that programs, processes, and procedures are in place and in sync with regulatory and/or corporate requirements
  • Audit existing operations for compliance with environmental permits and regulations
  • Manage audit action item close out, as assigned
  • Participate in ES&P project and budget planning
  • Periodically oversee competitive bidding for contracts related to environmental and permitting support services
  • Serve as a member of CPA's Incident Command System

Basic/Required:

  • Legally authorized to work in the United States
  • Bachelor's degree or higher in Chemical Engineering, Environmental Engineering, Environmental Science, Physics or related field or foreign equivalent
  • 5 or more years of environmental regulatory experience
  • Advanced level written and verbal communication and presentation skills
  • Willing and able (with or without reasonable accommodation) to travel up to 15% of the time
  • Willing and able (with or without reasonable accommodation) to work one 2-week rotation on the North Slope annually

Preferred:

  • 5 or more years of environmental permitting experience
  • 3 or more years of experience overseeing contractor performance
  • Intermediate knowledge of Alaska North Slope oil and gas operations and Alaska and federal environmental and land use regulations
  • Intermediate knowledge of the NEPA review process
  • Intermediate knowledge of project management processes and tools (e.g., project planning, prioritization, scheduling, critical path analysis, cost tracking)
  • Strong interpersonal skills, including the ability to develop and sustain relationships at all levels of the organization
  • Listens actively and invites new ideas for exchanged opinions, then influences and acts to drive positive performance and achieve results
  • Builds positive relationships based on trust and seeks collaboration across organizational boundaries to achieve goals
  • Drives thoughtful and pragmatic change, encourages innovative thinking and continuous improvement, and models adaptability through resourcefulness, flexibility and positivity
