Endura Development, headquartered in beautiful Coeur d'Alene, Idaho, is expanding rapidly with 10 active projects in our pipeline. We're seeking a seasoned Entitlement Manager to lead land entitlement initiatives in our key markets. If you're passionate about navigating complex regulatory landscapes and driving projects from concept to approval, this role offers the chance to make a significant impact in a dynamic, entrepreneurial environment.

Key Responsibilities

  • Conduct comprehensive site feasibility studies, assessing zoning, land use regulations, environmental constraints, utility availability, and jurisdictional requirements.
  • Lead the full entitlement process, securing zoning changes, land use approvals, subdivisions, and other necessary regulatory clearances while adhering to project timelines and budgets.
  • Develop and manage entitlement project schedules, budgets, and consultant teams (including planners, engineers, attorneys, and vendors) in collaboration with jurisdictional staff.
  • Prepare, submit, and obtain subdivision, land use, and related permits, ensuring full compliance with local, state, and regional regulations.
  • Perform pre-acquisition due diligence, including preliminary property research, zoning analysis, code interpretation, and risk evaluation to support the land acquisition team.
  • Interface with city, county, and agency planning/engineering departments; attend public hearings; and represent the company professionally.
  • Manage consultant teams (architects, civil engineers, environmental consultants, etc.) to advance entitlements efficiently.
  • Handle legal documentation reviews, budget adherence, proactive problem-solving, and community engagement to build support and navigate opposition.
  • Collaborate with internal teams to relay entitlement conditions, constraints, and obligations that influence design, development, and construction phases.
  • Provide high-level project updates to leadership and maintain detailed tracking systems for multiple concurrent projects.

Qualifications and Requirements

  • 2 years of experience in land entitlements, land use planning, zoning, permitting, or residential project management.
  • Bachelor's degree in land use planning, urban planning, civil engineering, construction management, business, or a related field (or equivalent experience with an associate degree).
  • Deep knowledge of land use planning, zoning codes, entitlement processes, and the ability to interpret engineering plans and jurisdictional requirements.
  • Proven track record in managing entitlement budgets, consultant scopes, and multi-project timelines.
  • Experience with stormwater/grading permits (e.g., CSWGP or similar) is a plus.
  • Exceptional organizational skills to juggle multiple projects, deadlines, and details in a fast-paced setting.
  • Strong interpersonal and communication skills, with political finesse for interactions with jurisdictions, officials, consultants, and community stakeholders.
  • Proactive problem-solver with a results-oriented mindset and ability to thrive in an entrepreneurial environment.
  • Proficiency in Google Sheets, and project management tools (we use ); strong tech skills for note-taking and calendar management.
  • Willingness to travel as needed (e.g., to public hearings or project sites).
