Job Summary:  Provides direction, management, and supervision of the Job Corps center contract, and all related activities.  Assumes responsibilities for planning, organizing, administering, and controlling programs and activities necessary to meet the goals and objectives established for the effective management of Job Corps operations.  

 

Duties: 

  • Provides positive leadership, focusing on “Managing by Walking Around” (MBWA) and providing expectations through ongoing positive communication and information.  
  • Ensures timely, accurate, and well-written communications in the form of plans, procedures, and responses to corporate and/or DOL etc.  
  • Develops and implements strategies to achieve and maintain contracted design capacity (On-Board Strength) through management of center retention programming, center OA activities, and with assigned OA contractors to meet National Enrollee Assignment Plan (NEAP) goals.  
  • Ensures the Center Engagement Committee establishes and maintains a relationship with community leaders, social, religious, civic, service organizations, local and distant employers to assist in evaluating career technical offerings, compiling labor market information, and promoting work-based learning and job placement of program participants as well as promoting Job Corps positively within the community.  
  • Develops and implements systems, programs, and strategies to assist students in achieving their career goals as determined by progress recorded by the Outcome Measurement System.
  • Delegates responsibilities for effective operations through directors, managers, and supervisors in all areas.
  • Ensures the safety, health, and security of students, staff, and property.
  • Develops and implements operating budgets and ensures the center operates within established budgets. 
  • Ensures all training and testing programs are continually evaluated to ensure rigor and relevance of content areas is aligned with the PRH and meets individual needs of students.
  • Establishes and implements procedures to ensure all students receive personalized career development services leading to graduation, long-term employment, and sustainable wages in a career for which the student was trained.   
  • Ensures coordination of pre-separation contact between students and CTS and provides pre-separation transitional support needs to ensure graduates remain successfully attached to the workforce.
  • Establishes procedures and conducts periodic self-evaluation and audits to ensure integrity, accountability, and prevention of fraud and program abuse.  
  • Establishes and implements systems to ensure performance is accurately tracked and reported and necessary corrective action is taken to achieve the performance outcome goals and quality standards established by the National Director of Job Corps.
  • Promotes training and professional development through the development and implementation of an annual staff training plan. 
  • Conducts and documents regularly scheduled management meetings to provide direction, communicate progress, and share information.
  • Conducts and documents regularly scheduled meetings with student government officers and subcontracted health professionals, as required by the PRH. 
  • Models, mentors, and monitors appropriate career success standards.
  • Develops and implements CDSS plan and other required plans and procedures as required by the PRH.
  • Performs other duties as assigned within the individual’s scope and capabilities.

Experience:    Five years’ experience in program management and direction.  Experience working with youth required.  Previous Job Corps experience preferred.  

 

Education:  Bachelor’s degree required. Graduate degree in education, business, or public administration preferred.  

 

Certificates, Licenses, Registrations: Valid state drivers’ license.
