Essential Functions (This is Not All-Inclusive)
- Upholds the Company's commitment to an injury-free workplace; leads and models safe work practices
- Follows all safety rules and regulations as well as all company policies and procedures
- Works safely around machinery; observes and instructs others in proper equipment use; uses/wears all required PPE
- Ensures team members are provided a safe work environment and are knowledgeable of safe work practices and policies
- Analyzes project specifications, engineering drawings, and bid documents to determine scope, methods, and costs
- Prepares detailed cost estimates for dredging and marine construction projects
- Ensures all cost estimates comply with project specifications, contractual obligations, and environmental regulations
- Quantifies materials, labor, equipment, and subcontractor requirements using industry-standard methods
- Identifies potential risks and develops contingencies for individual bids
- Coordinates internal meetings for bid development and review
- Prepares comprehensive estimate reports, cost breakdowns, and supporting documentation
- Develops and presents competitive bid proposals within deadlines
- Coordinates bonding activities, including requesting, securing, and tracking bid bonds to ensure compliance with bid requirements
- Conducts site visits and surveys to gather relevant technical and logistical information
- Collaborates with surveyors, engineers, and project managers to confirm scope and productivity assumptions
- Researches and analyzes internal and external historical cost data
- Works with clients, suppliers, subcontractors, and internal teams to clarify technical details
- Attends pre-bid meetings and site inspections to gather information and represent the company
- Maintains and updates estimating databases and cost libraries for dredging operations
- Performs estimating for change orders, including detailed cost impacts and supporting documentation
- Prepares cost estimates and supporting proposals for Requests for Proposals (RFPs)
- Collaborates with project managers and engineers to verify scope adjustments and pricing accuracy
- Supports negotiations with subcontractors and suppliers for competitive pricing
- Reviews completed projects to compare estimated vs. actual costs and identify improvement opportunities
- Provides input to project budgets, schedules, and resource plans post-award
- Recommends changes to estimating procedures to improve accuracy and efficiency
- Stays current with new dredging technologies, equipment, and industry best practices
Minimum Qualifications
- 5 Years of experience in estimating dredging projects
- Experience with quantifying construction claims (desirable but not required).
- Knowledge of dredging specifications for the U.S. Army Corps of Engineers (USACE), including EP-1110 guidelines.
- Proficiency in HCSS HeavyBid estimating software (preferred)
- Experience using Sage Intacct for project accounting and cost tracking (preferred)
- Proficiency in Microsoft Office software, particularly Outlook, Word, Excel, and PowerPoint
- Strong written and verbal communication skills; public speaking and presenting
- Motivated, organized, and able to work well independently and with others
- Excellent attention to detail and time management
