The Recruitment Specialist position is primarily responsible for developing and implementing recruitment activities as well as developing retention strategies for foster parents in both our Treatment Foster Care and Transitional Foster Care programs. This position will work with our Foster Care teams in both our Richmond and Tidewater locations.
This role requires the development and implementation of recruitment strategies for foster parents. A successful Recruitment Specialist will have a creative and strategic approach to foster family recruitment and retention, maintain a working knowledge of the ORR Unaccompanied Children program, the state of Virginia licensing standards and is well aware of child welfare best practices.
The Recruitment Specialist will bring the skills, outlook and mission fit to ensure that enCircle can build community relationships that increase awareness of the need for qualified foster parents as well as planning and executing community events to increase the number of foster parent inquiries. The Recruitment Specialist will work with the marketing and communications team to develop and implement marketing campaigns, community outreach and engagement to support the recruitment of foster parents. - Bachelor’s degree in any field and two years’ experience in building community relationships through events and outreach.
- Preference given to degrees in communications or public relations.
- Bilingual in Spanish and English, preferred.
- Must be willing to work some evenings and weekends for recruitment events and trainings.
- Knowledge of foster care and/or unaccompanied children services strongly preferred.
- Excellent oral, written and interpersonal communication skills.
- Excellent presentation and public speaking skills and an ability to effectively implement training and program presentations in front of groups.
- Ability to or experience in planning community events.
- Ability to clearly explain program expectations of foster families as well as the realities of the UC pipeline being referred to enCircle based on a working knowledge of ORR Policy and Procedure and local state licensing requirements.
- Familiarity with training strategies and intervention techniques that may help to minimize disruptions in foster homes and maintain open homes.
- Computer skills sufficient to perform essential functions (using the UAC Portal, Microsoft Office, and any internal e-case management software).

- Coordinate the scheduling, development, and implementation of recruitment activities to maintain a pool of diverse and culturally sensitive families for the UC Transitional Foster Care and Treatment Foster Care.
- Foster strategic partnerships with community stakeholders.
- Collaborate with trainers and home study specialists regarding prospective families.
- Manage retention efforts by developing and facilitating supportive activities for existing foster families.
- Execute targeted and general recruitment plans and implement action steps to increase foster parent inquiries annually.
- Publicizes and coordinates foster parent opportunities including community event planning.
- Establishes and maintains relationships with key community stakeholders to increase visibility of enCircle’s Transitional Foster Care program and leverages relationships successfully to assist with recruitment strategies.
- Creates and delivers presentations throughout the community congruent with the program’s mission, vision, and values.
- Serves as initial point of contact for foster parent inquiries and tracks data on inquiries and successful recruitment activities.
