EnCircle’s Transitional Foster Care program is part of our Immigration and Refugee Services division. This program is in partnership with Lutheran Immigration and Refugee Services (LIRS) and serves unaccompanied children in the custody of Office of Refugee Resettlement and are now living with foster families.

The primary responsibility of the Bilingual Case Manager is to provide casework and supportive services to unaccompanied immigrant children in the Transitional Foster Care program as part of a larger Immigration and Refugee Services division. This includes facilitating any family members identified or referred for potential sponsorship and assisting with sponsorship applications as needed. The Case Manager also assesses the needs of unaccompanied children in care, develops Individual Service Plans, screens for human trafficking concerns, facilitates the safe and timely release or discharge of children and youth, documents the provision of services in case files.

 In addition to casework and supportive services, the Case Manager will also be responsible for communicating with stakeholders in an effective and timely manner to ensure case continuity. This position is expected to function effectively with moderate supervision while following the guidelines given on procedures, along with agency, state, and federal regulatory requirements.

MINIMUM EDUCATION, TRAINING, REQUIREMENTS AND PREREQUISITES

  • Bachelor’s degree in social work or related field and 1 year experience in case management with children and families; OR
  • Bachelor’s degree in the behavioral sciences, human services or social services fields and at least 2 years of experience in case management with children and families; OR
  • Master’s degree in social work or related field and 1 year experience in child welfare/case management.
  • Prior experience working with refugee and/or immigrant populations preferred.
  • Bilingual English and Spanish required.
  • Mature and stable judgment as well as sensitivity to various cultures and the unique history of unaccompanied minors.
  • Trauma-informed training for serving immigrant or vulnerable populations preferred.
  • Must maintain a broad knowledge of basic principles, concepts, and methodology of social work as acquired through a bachelor’s level degree or professional experience.
  • Excellent verbal and written communication skills.
  • Ability to work under stress or in a fast-paced environment.
  • Ability to work independently and exercise a high level of confidentiality.
  • Computer literacy and typing skills sufficient to perform essential job functions.
  • Pass a criminal history screen, including state and local child protection agency registries.
  • Participate in a system of 24-hour availability to clients, foster and adoptive parents, as required.
  • Unrestricted valid driver’s license with good driving record. Reliable personal transportation suitable for safely transporting persons served, proof of current automobile insurance.
  • Willing and able to be on an on-call rotation for emergency response situations.
  • Willing and able to work a variable schedule including weekend and evening hours.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Ensure that all assigned youth on your caseload and under your supervision receive mandatory services while in care to include but not limited to mental health, medical, recreational, educational, and other supportive services in accordance with the time and documentation expectations of the program.
  • Develop and completes assessments, service and treatment plans, progress notes, incident reports and any other necessary documentation in a timely manner.
  • Create a trusting and safe relationship with the client and encourage personal growth of the client. 
  • Maintain accurate and current information on foster children in care, while ensuring contractor and the program’s internal documentation practices and reporting requirements are met.
  • Actively participate in weekly staff meetings with the clinical team and stakeholders. 
  • Attend, facilitate, and assist with providing ongoing education and support services to foster parents.
  • Attend weekly meetings with supervisor to consult on cases, to review case plan and direction and to evaluate client participation and progress. 
  • Conduct monthly home visits with foster parents and unaccompanied minors and address any concerns in service delivery. 
  • Translate both written and verbal communication for program clientele and staff.
  • Maintain effective communication with community agencies or individuals involved in service provision.
  • Attend internal and external training and apply newly gained knowledge in providing services.
  • Attend and prepare for required court hearings (if applicable.)
  • Transport clients on an as needed basis.
  • Explore potential community resources and refer Case Managers and families for support, as needed.
  • Knowledge of and adherence to federal, state program, and agency regulations.
  • Ability to work flexible hours and work independently within the field.
  • Schedule: Monday-Friday 8:30-4:30pm.  Year round.
