Position Overview
The Recruiter & Onboarding Specialist is responsible for overseeing and executing all recruitment and onboarding functions across Empower U.’s service lines: Intensive In-Community (IIC), Applied Behavior Analysis (ABA), Outpatient Therapy, and Respite Services. The position requires travel to colleges, universities, job fairs, and community events to establish candidate pipelines. The role also includes supporting onboarding processes and fostering employee culture through agency-wide gatherings and team-building events.
This role is critical to ensuring Empower U. maintains a consistent flow of highly qualified clinicians and staff while enhancing employee retention and organizational culture.
Essential Duties and Responsibilities
Recruitment
Develop and implement recruitment strategies tailored to IIC, ABA, Outpatient, and Respite programs.
Establish and maintain long-term relationships with colleges, universities, graduate programs, and professional associations.
Attend and represent Empower U. at job fairs, college career days, professional networking events, and related functions, including local and regional travel.
Proactively build and maintain pipelines of qualified candidates through both in-person and virtual networking.
Manage the full recruitment cycle including job postings, candidate screening, interviews, and extending offers.
Maintain accurate recruitment metrics and provide monthly reports to leadership.
Onboarding
Coordinate and facilitate the onboarding process for all new hires, ensuring compliance with agency policies and state/federal regulations.
Serve as the point of contact for new employees during the onboarding period, ensuring smooth integration into the agency.
Collaborate with program directors and supervisors to ensure role-specific onboarding requirements are met.
Administrative and Compliance
Maintain recruitment, onboarding, and retention records in accordance with state and federal requirements.
Ensure all recruitment and hiring practices are compliant with Equal Employment Opportunity (EEO) guidelines and applicable labor laws.
Manage recruitment budget allocations for travel, job postings, and events.
Performance Expectations
The Recruiter & Onboarding Specialist will be expected to meet performance goals related to:
Timeliness and effectiveness of filling open positions across all service lines
Strength and sustainability of college, university, and community recruitment pipelines
Quality and completion of onboarding processes for new hires
Contributions to employee engagement, retention, and organizational culture
Compliance with agency, state, and federal requirements
Specific Key Performance Indicators (KPIs) and measurable targets will be established in collaboration with leadership and may be updated periodically to reflect organizational needs.
Evaluation & Review
The Recruiter & Onboarding Specialist will participate in semi-annual performance reviews conducted by the Partners or designated supervisor.
Reviews will evaluate progress toward performance expectations, contribution to agency culture, and overall role effectiveness.
KPIs and performance goals may be adjusted at each review to reflect evolving organizational needs.
Qualifications
Bachelor’s degree in Human Resources, Business, Psychology, or a related field preferred.
Minimum 2 years’ experience in recruitment, preferably in behavioral health or healthcare.
Demonstrated ability to establish pipelines with colleges, universities, and professional organizations.
Strong organizational, interpersonal, and communication skills.
Proficiency with applicant tracking systems and Microsoft Office/Google Workspace.
Ability and willingness to travel regularly to colleges, career fairs, and networking events.
Valid driver’s license and reliable transportation required.
Ability to work evenings and weekends as needed for recruitment events.
Working Conditions and Travel
Remote work with frequent travel to colleges, universities, job fairs, and community events.
Travel may include evenings and weekends, with advance notice provided when possible.
Mileage and approved travel expenses will be reimbursed in accordance with agency policy.
Physical Requirements
Ability to stand, sit, and travel for extended periods.
Ability to lift up to 25 pounds for event-related materials.
