Duties and Responsibilities
Master Federal and State Regulatory Strategy
- Architect a federal and multistate legal framework that ensures compliance while enabling growth and operational velocity.
- Embed state regulatory standards into business and quality systems for seamless compliance integration.
- Build trusted, transparent relationships with federal state agencies and pharmacy boards nationwide; coordinate strategy and engagements with Empower’s Legal, Regulatory Affairs, and Government Affairs teams.
- Design legal strategies to effectively advocate for Empower’s positions in legal proceedings, legislative efforts, and regulatory rulemaking.
- Coordinate legal strategies with other Empower legal team efforts.
- Assist with other legal matters based on operational requirement.
- Implement AI-driven systems for monitoring rule changes, identifying risk patterns, and generating actionable insights.
- Design automation models for contract review, audit readiness, and compliance analytics to enhance efficiency.
- Leverage predictive AI tools to forecast regulatory shifts and guide proactive decision-making.
- Advise leadership on legal implications of growth strategies, partnerships, and product expansion.
- Translate regulatory complexity into clear, actionable business frameworks.
- Collaborate cross-functionally to align compliance, quality, and operations in pursuit of excellence.
- Advise the Empower stakeholders on legal and regulatory strategy impacting Empower’s operations.
- Communicate and advocate confidently with boards, regulators, and partners to reinforce Empower’s leadership in compliance.
- Navigate crises and enforcement events with composure, precision, and integrity.
Knowledge and Skills
- Deep expertise in federal and state pharmacy, healthcare, or life sciences law with mastery of pharmacy law frameworks.
- Advanced experience integrating AI, automation, or data analytics into legal and compliance processes.

- Juris Doctor (JD) from an accredited law school; active bar membership required. Pharm.D. or equivalent preferred.
- Minimum 10–15 years of progressive legal experience with significant federal or state regulatory or healthcare exposure.
- Proven success building legal or compliance infrastructure in high-growth, multi-state, or complex environments.
- Demonstrated leadership in leveraging AI or automation for regulatory optimization.
- Executive-level communication and influence capabilities.
