Senior Legal Counsel - Regulatory & General Law

Position Summary

The Senior Legal Counsel - Regulatory & General Law is a strategic legal architect responsible for building and safeguarding Empower’s multistate regulatory framework across 503A and 503B operations. This legal counsel transforms legal complexity into competitive advantage, leveraging artificial intelligence to enhance compliance accuracy, accelerate decision-making, and predict regulatory risks before they surface. Operating as both a strategist and operator, this role partners cross-functionally with senior leadership to align legal systems, ensure operational excellence, and uphold Empower’s license to grow. The Senior Legal Counsel builds high-performance teams, influences regulators with integrity, and establishes Empower as the gold standard in federal and state compliance, innovation, and speed.

Duties and Responsibilities

Master Federal and State Regulatory Strategy

• Architect a federal and multistate legal framework that ensures compliance while enabling growth and operational velocity.
• Embed state regulatory standards into business and quality systems for seamless compliance integration.
• Build trusted, transparent relationships with federal state agencies and pharmacy boards nationwide; coordinate strategy and engagements with Empower’s Legal, Regulatory Affairs, and Government Affairs teams.
  
  

Deliver Excellent Legal Advice

• Design legal strategies to effectively advocate for Empower’s positions in legal proceedings, legislative efforts, and regulatory rulemaking.
• Coordinate legal strategies with other Empower legal team efforts.
• Assist with other legal matters based on operational requirement.
  
  

Drive AI-Powered Legal Innovation

• Implement AI-driven systems for monitoring rule changes, identifying risk patterns, and generating actionable insights.
• Design automation models for contract review, audit readiness, and compliance analytics to enhance efficiency.
• Leverage predictive AI tools to forecast regulatory shifts and guide proactive decision-making.
  
  

Serve as Strategic Business Partner

• Advise leadership on legal implications of growth strategies, partnerships, and product expansion.
• Translate regulatory complexity into clear, actionable business frameworks.
• Collaborate cross-functionally to align compliance, quality, and operations in pursuit of excellence.
  
  

Influence, Align, and Lead Across the Enterprise

• Advise the Empower stakeholders on legal and regulatory strategy impacting Empower’s operations.
• Communicate and advocate confidently with boards, regulators, and partners to reinforce Empower’s leadership in compliance.
• Navigate crises and enforcement events with composure, precision, and integrity.

Knowledge and Skills

• Deep expertise in federal and state pharmacy, healthcare, or life sciences law with mastery of pharmacy law frameworks.

Experience And Qualifications

• Juris Doctor (JD) from an accredited law school; active bar membership required. Pharm.D. or equivalent preferred.
• Minimum 10–15 years of progressive legal experience with significant federal or state regulatory or healthcare exposure.
• Proven success building legal or compliance infrastructure in high-growth, multi-state, or complex environments.
• Demonstrated leadership in leveraging AI or automation for regulatory optimization.
• Executive-level communication and influence capabilities.
