SUMMARY:

 

The Senior Country Representative (SCR) of South Sudan reports directly to the Vice President, Overseas Operations and acts as technical advisor with guidance from Program Director(s) and the Vice President for Health Programs of The Carter Center. The SCR will support The Carter Center’s assistance to the South Sudan Ministry of Health Guinea Worm Eradication Program, Trachoma Control Program, River Blindness and Lymphatic Filariasis Elimination Program and other programs as needed. Technical guidance is provided by Program Director(s) and their designees. The SCR assists in strategic planning and implementation of TCC-assisted program initiatives in South Sudan and ensures that the interests and resources of TCC are properly represented and managed. The SCR assists in implementing TCC program policies and procedures and draft plans of action and budgets specific to South Sudan. The SCR works with all parties at the national, regional and local levels, with the United Nations organizations, e.g., World Health Organization (WHO), United Nations Children’s Fund (UNICEF), bilateral donors, and non-governmental organizations (NGOs), as well as others to advance TCC programs. The SCR will be responsible for overseeing the safety and security of all staff, assets, and program activities within the country program. This includes developing, implementing, and regularly reviewing security protocols to ensure compliance with organizational standards and responding to security risks in a timely manner. This position is stationed in Juba, South Sudan with travel in and around South Sudan. The SCR position is an unaccompanied assignment scheduled for 2 years, with the possibility of an extension. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required.

 

FORMAL JOB DESCRIPTION:

  • Serves as a liaison to an assigned country.
  • Directs strategic planning, development, and implementation of program initiatives.
  • Ensures that the interests of the program are properly represented and managed.
  • Advises the program director in the review and evaluation of program initiatives.
  • Develops program policies and procedures specific to the country of assignment and monitors the project through implementation.
  • Works closely with the host country's governmental agencies, as applicable, as well as non-governmental organizations.
  • Collaborates and develops relationships with representatives of other organizations to achieve program goals.
  • Directs contract negotiations with vendors/consultants in the country of assignment.
  • Researches, writes and presents program-related speeches.
  • Plans, administers and monitors the program budget.
  • Oversees required record-keeping and the preparation of operational, statistical and briefing reports.
  • Develops short and long term program goals.
  • Provides leadership and overall management to locally recruited personnel in the country of assignment.
  • Oversees human resources functions.
  • Performs related responsibilities as required.

MINIMUM QUALIFICATIONS:

  • A bachelor's degree in a field related to the program area.
  • Seven years of related experience.

PREFERRED QUALIFICATIONS:

  • A master’s degree public health, public administration, operations, or development is advantageous.
  • Experience with Neglected Tropical Diseases such as Guinea worm, Trachoma, River Blindness or Lymphatic Filariasis is highly desirable.
  • NGO and CSO experience are beneficial.
  • Experience working in Sub- Saharan Africa and complex operational environments, preferably in international development, or humanitarian settings is preferred.
  • Experience collaborating with government agencies, donors, diplomats and other key stakeholders to advance program goals is highly preferred.
  • Data management experience is advantageous.
  • Proven experience overseeing operations, supply chain and financial management of a country program.
  • Demonstrated ability to manage diverse teams and performance across multiple projects/programs effectively.
  • Experience in developing, implementing, and managing security procedures for a country office.
  • Strong leadership and strategic planning skills to support program execution and organizational objectives.
  • Effective problem-solving and decision-making skills in high-pressure situations.
