Job Title: Director of Operations for Secure ServicesJob Summary: EMCOR Government Services has an immediate need for a Director of Operations for Secure Services in Alexandra, VA. The Director of Operations for Secure Services will lead our site-based secure services and intelligence community business operations. This position will provide direction and oversight to Project Managers and teams. Working through subordinate leaders, responsibilities include client interaction, financial planning and management, interaction on human resources management, operations improvement, and planning, organizing, coordinating, directing, and controlling assigned contract functions. This role will develop and lead our people, achieve performance excellence and deliver on targeted profit margins.
Essential Duties and Responsibilities:
A significant percentage of this position is the knowledge, understanding, and execution of integrated facility management services in the secure services environment. To meet this requirement, the successful applicate must hold an active TS-SCI with the ability to acquire a full poly clearance. Ensure Managers provide operational and financial support of assigned contracts. Ensure defined scope of work (SOW), including: the performance of daily operations, scheduled maintenance; IDIQ construction and renovations; administration of subcontracts are continuously met. Lead the assigned Project Managers and Site Managers and their teams in accordance with EMCOR values (Integrity, Discipline, Transparency, Mutual Respect, Safety, Teamwork). Lead and manage our special business operations division in support of sites in the DMV area. Maintains a strong business relationship with current and prospective clients. Travels to all sites on a scheduled basis to ensure SOW requirements, EGS policies and procedures to include the administration, coordination, performance and monitoring of operational and business activities of projects are met on a consistent basis. Collaboratively work with EGS senior leadership and staff managers on SG&A control and P&L management. Analyze operations to determine potential enhancements or improvements to facilities operational procedures and activities. Recommend appropriate actions or solutions to client consistent with contractually defined goals. Responsible for the management of the operational department budgets including the analysis of expenses and monthly reports, and the creation of an annual budget. Works with the Operations Business Manager, Executive Directors and the accounting team to review financial reports for accuracy and ensuring the site is properly reporting. Ensure consistent and accurate interpretation and application of human resource policies and procedures. Interpret and administer policies pertaining to the recruitment and retention of employees. Manage various personnel issues through constant communication with HR Business Partners. Maintains strong safety and quality control programs in conjunction with the EGS Safety and Quality Director\Manager. Ensures that all employees follow the EMCOR\EBS IT Business Systems requirements. Leads project start up and shut down efforts on assigned work. This includes traveling to assigned sites, working with EGS project staff, client staff and EGS support staff to ensure a complete, detailed and timely project start. Ensures follow up continues through the early project stages by operations and support staff members. Review quarterly financial forecasts and monthly updates. Ensures that contracts are managed in a manner that meets all contractual requirements and EBS financial goals. In consultation with the subordinate leaders and HR Business Partner, make decisions concerning the hiring, promotion and termination of account staff.
BUSINESS DEVELOPMENT AND SUPPORT FUNCTIONS
Support the Business Development team with opportunity research while assisting in capture and proposal activities of identified projects through to contract award. This includes supporting proposal reviews, determining competitive pricing, as well as working with the proposal managers and subject matter experts to develop technical proposal concepts. In this capture support role, you will help the team to define win themes, aid in all required pursuit planning and ensuring plans are accurately reflected in pipeline management systems and other business financial systems. In conjunction with the business development lead, follows a disciplined set of capture lifecycle processes which include reviews with management. You will aid in ensuring effective and efficient implementation of proven best practices for activities such as strategy workshops/reviews, proposal planning and proposal development/reviews. Conduct thorough draft/final analyses of client requests for proposal and develops questions for customer. Help to determine staffing needs for upcoming opportunities or active solicitations and develop job requisitions. Assist with the collection of technical knowledge and opportunity information through informational interviews with technical SMEs and prospective clients.
Qualifications:
Active TS-SCI Clearance Ability to plan, organize, coordinate, direct, and control all aspects of our accounts activities. Ability to work with the clients to find amicable solutions to difficult issues. Ability to work with management systems and variety of skilled/unskilled, professional, administrative, and industry personnel. Working knowledge of financial management, client relations, plant management, reporting, budgeting and control, and business operations, blueprints, buildings, grounds, equipment, housekeeping, construction, repair, maintenance, purchasing, inventory control, fire, safety management, & OSHA codes. Willingness to be accessible and available at the sites to ensure proper management and operation of plant activities as needed 24 x 7. Willingness to travel to remote sites for operations start-ups, meeting reviews and business development tasks. Travel requirements could require extended stays (greater than 5 days)

EDUCATION/EXPERIENCE
A Bachelor's or Associates Degree preferred in Business, Finance, Engineering, Construction Management or related fields. Should have 5 to 7 years of demonstrated experience in the facilities O&M, Medical, and integrated facilities services. The candidate must have knowledge of submitting written proposals, scopes of work, scheduling and coordinating site contractors and other assigned personnel; a thorough understanding of preventive maintenance schedules and operations and the ability to meet demanding customer requirements. Must have very strong business and P&L management skills.
TECHNICAL EXPERIENCE
General Accounting Oversight Skills (Income Statement, Balance Sheet, WIP, AR Report) General working knowledge of major facilities systems and support services Experience with management of business finances Experience with facilities management and IDIQ estimating Experience with CMMS software Programs Experience with Government and Commercial contracting procedures

PHYSICAL REQUIREMENTS
The individual must be able to walk throughout a large facility to include climbing stairs and walking on catwalks.
