GENERAL PURPOSE

Administers, implements, and enforces the municipality's Industrial Pretreatment Program to protect the wastewater collection system, treatment facilities, personnel, and receiving waters. Ensures regulatory compliance with federal, state, and local pretreatment regulations, including oversight of categorical industrial users (CIU`s), industrial users (IUs), significant industrial users (SIUs), non-permitted programs, and fats, oils, and grease (FOG) contributors. Supports the Wastewater Manager in regulatory compliance, reporting, and long-term planning efforts associated with community growth.

ESSENTIAL FUNCTIONS

Program Administration: Develop, administer, and maintains the Industrial Pretreatment Program in compliance with applicable regulations, including the Clean Water Act, 40 CFR Part 403, state requirements, and local sewer ordinances. Develops and updates policies, procedures, and enforcement response plans. Maintains an inventory of industrial users and FOG generators. Assists with development of local limits and strategic planning for program expansion.

Industrial & Commercial User Oversight: Identifies, classifies, and permits industrial users, including SIUs, CIUs, and restaurants requiring FOG control. Drafts, issues, and renew discharge permits. Establishes monitoring requirements and conducts inspections of industrial and food service facilities. Reviews compliance documentation including baseline monitoring reports, periodic reports, and FOG maintenance records.

Records Maintenance: Ensures timely and accurate documentation related to wastewater operations, including treatment plant processes, collection system maintenance, regulatory records, service orders, and general operational data. Maintains organized filing systems for compliance, inspections, and reporting requirements.

Sampling, Monitoring & Data Management: Coordinates and conducts sampling and compliance monitoring activities. Interprets laboratory results and determines compliance status. Maintains accurate records and tracks violations. Prepares regulatory reports and provides summaries for supervisory reporting.

Enforcement & Compliance: Issues notices of violation and administrative orders. Coordinates enforcement actions and provides technical assistance to achieve compliance. Investigates illicit discharges and participates in emergency response situations related to spills or slug discharges.

Fats, Oils & Grease (FOG) Program: Assist in developing and manages a comprehensive FOG control program. Conducts inspections of grease interceptors and provides outreach and education to businesses. Maintains tracking systems for grease hauling and pump-out schedules.

Development & Growth Coordination: Reviews new development plans for pretreatment and FOG requirements. Coordinates with Building and engineering staff on capacity concerns, high-strength waste, and special discharge conditions. Assists in long-term planning to address impacts of rapid community growth.

Reporting & Communication: Provides compliance updates to the Wastewater Manager. Assists in preparing reports for department leadership. Represents the municipality during inspections, audits, and public meetings as assigned.

MINIMUM QUALIFICATIONS

  1. Education and Experience:

 

  1. Bachelor's degree in environmental science, chemistry, engineering, biology, or a related field;

AND

  1. Three (3) to five (5) years of experience in industrial pretreatment, wastewater compliance, or environmental regulation:

  1. An equivalent combination of education and experience.

 

  1. Knowledge, Skills, and Abilities:

Working knowledge of:

  • Industrial pretreatment regulations (40 CFR Part 403)
  • Wastewater treatment processes
  • Sampling procedures and laboratory analysis
  • Local limits development
  • FOG control best practices
  • Environmental enforcement procedures

Skill in:

  • Regulatory interpretation and implementation
  • Technical report writing
  • Conflict resolution and enforcement documentation
  • Data management and recordkeeping
  • Public and professional communication

Ability to:

  • Work independently with minimal supervision
  • Exercise sound regulatory judgment

  • Build effective working relationships
  • Follow established communication and reporting protocols
  1. Special Qualifications:
  • Valid Utah driver's license required.
  • Pretreatment Coordinator certification, preferred
  • Wastewater Treatment IV and Collection II Operator certifications
  1. Work Environment:

Work includes both office and field environments. Duties may involve exposure to wastewater treatment facilities, industrial sites, and food establishments. Tasks may require lifting sampling equipment, entering industrial locations, and working near treatment processes.
