Easement Support Specialist
In partnership with the United States Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS), ELYON International is recruiting an Easement Support Specialist in Jackson, TN. The ELYON Easement Support Specialist will be an integral part of the NRCS Easement Team and provide support for a variety of programs, projects and special tasks.
Duties of this position will include but not be limited to:
Prepare and submit activity reports for monitoring events on easements.
Prepare and submit activity reports for violations on easements.
Prepare and submit Compatible Use Authorization (CUA) activity reports for easements.
Effectively support NRCS adaptive management of the conservation planning processes or other easement program matters as assigned.
This position involves extensive field work monitoring and evaluation of easements throughout the state of Tennessee. Easement Support Specialists will be expected to be comfortable operating a government issued vehicle pulling a trailer, loading, unloading, and operating government issued UTVs and ATVs out in the field independently.
Utilizing a variety of computer hardware and GIS software applications such as Arc Map, Toolkit and other ESRI software.
Assisting NRCS staff with program documentation and administration, including but not limited building digital datasets using conversion, digitizing, and quality control processes. Assists in the analysis of GIS data using standard GIS analytical tools that perform spatial analysis and grid analysis. Performs relational database operations including database query and reporting. Operates scripts required for process automation. Develops simple routines and macros. Implements and monitors established workflows and techniques for analyses. Required Skills: ELYON’s easement and administration support service personnel will provide program knowledge, methodologies, and problem-solving assistance to responsible state and field office NRCS officials
Demonstrate competence in ArcMap and MS Office,
Excellent communication skills (verbal and written)
Have a basic knowledge of rules, regulations and procedures for long-term administration, management, and enforcement of easements and other property interests administered by the NRCS. · Collaborate with and assist other staff specialists in the analysis of information relating to easements. · Track requests and provide basic assessment and summary of findings to appropriate officials for easement administration actions (e.g., modifications, subordinations, exchanges, terminations) requests received from project proponents.
Gather and provide data to others in support of analysis, assessment, review, and interpretation to evaluate the effectiveness and status of managing, monitoring, and enforcing easements.
Reviews written documentation (e.g., affidavits, organizational documents, title opinions, WRPO summaries) to determine their correctness, adequacy, and completeness.
Applies general knowledge of Departmental regulations, NRCS manual policies, and general practices and procedures in support of Program administration.
Assist others in ensuring easements are monitored and maintained in accordance with NRCS standards and requirements.
Personable and easy to work with in a team environment and individually with NRCS customers Education: Associates degree in biological science, agriculture, natural resources management or a related field
Experience: A minimum of 2 years relevant experience
Travel: Frequent travel using a government vehicle will be required for field work throughout Tennessee. Overnight travel may be required due to distance of easements from the Jackson, TN Easement Team office location.
Security Requirements: All employees must pass a federal background check. All applicants must possess a valid driver’s license and clean DMV record to operate government issued vehicles.
