Our client is implementing a transportation infrastructure IT dispatch replacement (DISPR)
project in Washington State. This requirement is a major, multi-year transformaUon effort to
modernize a legacy dispatch system for the largest ferry fleet in the United States.
You will act as a Senior Project Manager for the IT Dispatch Replacement project in support of
this initiative, which is projected to last nearly a year—and potentially longer—contingent upon
budget approvals. Core performance is likely to take place from early April 2026 until late
March 2027, and you must be available to advance work during this period.
The purpose of this project is to replace manual processes and key functions of the legacy
dispatch system with a new, robust dispatch system for terminal employees and vessel crew.
This initiative will streamline dispatch operations, improve compliance with U.S. Coast Guard
regulations, and increase overall operational efficiency. The project will implement a
comprehensive dispatch solution that supports vessel and route scheduling, watch and shig
scheduling, position bidding, vacation management, daily dispatch operations, qualification and
certification management, and reporting. The solution will integrate with existing systems and
provide a user-friendly interface for all relevant interested parties.
The Senior Project Manager will oversee the full lifecycle of the Dispatch System Replacement
project (DISPR), including system analysis, vendor coordination, requirements refinement,
schedule integration, solution delivery execution, and cross-team coordination. This role
ensures that the project is delivered on time, within scope, and within budget, and that all
solutions meet operational, safety, security, and regulatory expectations.
You will work closely with initiative leadership, business unit staff, interagency staff, as well as
oversight and vendor partners to maintain compliance with statewide technology and
procurement requirements.
Responsibilities:
- Leading the DISPR project’s overall scheduling, solution delivery execution and crossteam
coordination. - Coordinating with the agency IT manager on the DISPR project’s governance, decisionmaking
structure, budget, vendor management and cross-program communication. - Managing vendor deliverables for system development, data migration, system
integrations, training, go-live, and hypercare activities. - Supporting requirements refinement and ensuring traceability through evaluation,
configuration, testing, and deployment. - Overseeing development and maintenance of the integrated project schedule
- Ensuring that operational readiness, training, and transition-to-support activities meet established standards.
- Facilitating Agile or hybrid delivery ceremonies including planning, review, and retrospective activities.
- Providing clear, accurate, and timely communication with leadership, stakeholders, and external oversight partners.
- Ensuring compliance with agency gated review processes and agency budget oversight requirements for technology investment submissions.
Mandatory & Desirable Knowledge & Skills
Mandatory
- Experience managing large, complex IT replacement or modernization projects in operational or safety-critical environments
- Expertise in Agile project management and coordinating cross-functional sprint execution for complex enterprise systems
- Proven ability to manage integrated schedules, project budgets, risks, interdependencies, and escalations
- Strong vendor and contract management experience, including oversight of major systems integrators
- Proficiency with Azure DevOps or similar tools for requirements, traceability, acceptance criteria, and delivery management.
- Demonstrated ability to work across IT, business operations, finance, procurement, and executive stakeholders
- Excellent communication, facilitation, negotiation, and executive reporting skills
Desirable
- Certification in Project Management (Project Management Institute preferred)
- Certification or training in Agile (e.g., CSM, PMI-ACP, SAFe)
- Experience working with statewide oversight bodies such as WaTech and OFM, including gated reviews and technology budget submissions
- Experience with dispatching, emergency response, crew scheduling, or transportation industry system
