TITLE: Grants / Projects Specialist
WAGE: $25 - $27/hr - DOE

Definition: This is a full-time position under the direct supervision of the Tribal Administrator. The Grants/Projects Specialist is responsible for managing the entire lifecycle of grants within the Tribe, from application to implementation. The Specialist assists the Tribal Administrator in establishing and implementing programs, goals, priorities, policies, regulations, and procedures in key areas such as land use, transportation, housing, utilities, public safety, health services, economic development, and other initiatives aimed at enhancing the quality of life for the Ely Shoshone Tribe. This role involves identifying and pursuing suitable funding opportunities, developing grant proposals, and ensuring compliance with grantor requirements during post-award activities, including the effective implementation of related projects.
Duties and Responsibilities:
- Write grant proposals to foundations and government agencies to secure funding for Tribal program activities. Act as a key team member in the development and drafting of new grant proposals and provide technical support to Tribal staff submitting continuing grant applications.
- Identify and pursue new funding opportunities at local, state, and federal levels, as well as with corporate and private foundations. Share funding opportunity information with relevant staff members.
- Conduct research using internal and external data sources to gather information for grant proposals. Compile, organize, analyze, and present data and information in a clear and comprehensive manner for inclusion in proposals.
- Develop detailed outlines, timelines, staffing plans, budgets, and Tribal boilerplate templates for grant proposals, ensuring compliance with funding guidelines.
- Review and analyze requests for proposals (RFPs) and funding guidelines from government agencies and foundations to assess their suitability for the Tribe and identify the most effective response strategies.
- Track the status of submitted grant applications and follow up as needed. Ensure that award or contract documents are signed and submitted within the required timeframe.
- Manage the administration of one-time grant awards or contracts, overseeing project implementation and reporting on progress. Verify that project expenses comply with grant terms, Federal regulations, and Tribal policies. Provide technical support to assigned coordinators for the management of ongoing grants or contracts and their associated projects.
- Build and maintain collaborative relationships with Tribal, Federal, and local government agencies, and actively participate in key economic, social, and political meetings.
- Maintain comprehensive records, files, reports, databases, and resource materials relevant to the activities of the grants office.
- Research, analyze, and interpret social, economic, population, and land use data and trends; prepare detailed reports on various planning topics and components of the Tribe’s Comprehensive and Master Plan.
- Monitor Tribal planning documents, including the Comprehensive Plan, Master Plan, and Transportation Plan, to ensure that established goals and objectives are achieved.
- Conduct community needs assessments through surveys and public meetings. Compile studies and assessments to support the development of programs addressing critical community issues.
- Participate in Tribal meetings to design and implement innovative programs aimed at improving the quality of life for Tribal members.
- Identify and pursue projects that promote economic development, creating income-generating activities and employment opportunities for the Ely Shoshone Tribe.
- Coordinate land leases for residential and business purposes.
- Collaborate with the Finance Department to secure bank loans necessary for implementing Tribal projects.
- Perform additional duties as assigned.
Qualifications

- Ability to work independently with minimal supervision, demonstrating strong office management skills, self-motivation, energy, ambition, and the capacity to navigate obstacles to keep projects on track.
- Proven ability to collaborate effectively with diverse groups, including federal and Tribal personnel, community members, and government agencies.
- Excellent interpersonal skills, including tact, flexibility, and diplomacy when working with Tribal community consultants and co-workers.
- Proficient knowledge of modern office practices and procedures, with expertise in operating office equipment such as computers, calculators, copiers, fax machines, and multi-line phone systems.
- Skilled in using and understanding various software programs, including Microsoft Word, Excel, and other Microsoft Office applications, as well as spreadsheets and databases.
- Knowledge of governmental programs and Tribal governments, with the ability to interpret and apply Federal program regulations and guidelines.
- Strong command of English grammar, syntax, spelling, and punctuation to perform tasks accurately and effectively.
- Willingness to travel and work flexible hours as needed.
- Must possess reliable transportation, hold a valid Nevada driver’s license, and be an insurable candidate to be insured by the Ely Shoshone Tribe.
- Required to pass a pre-employment drug/alcohol test and background check.
Minimum Qualifications
- High school diploma or GED equivalent required; an Associate or Bachelor’s degree is preferred.
- Relevant experience may be accepted in lieu of a degree or diploma. Preferred qualifications include:
- Minimum of 2 years of grant writing experience.
- Minimum of 2 years of project management experience.
- Proven track record in grant writing with at least two years of demonstrated success.
- Certification in a related field and applicable work experience are preferred but not required.
- Experience that demonstrates a strong ability to secure new funding opportunities, comprehensive research knowledge, and the ability to identify and pursue opportunities benefiting the Ely Shoshone Tribe.
- Extensive knowledge of proposal submission processes and fundraising strategies.
- Ability to understand and align with organizational programs and funding requirements.
- Strong research skills with proficiency in identifying and utilizing reliable information sources.
- Excellent multitasking, organizational, and time management abilities.
- Capacity to handle confidential matters with the highest level of integrity.
- Solid understanding and knowledge of grant and contract processes.
