Site Safety & Health Officer

Position Summary

We are seeking an experienced Site Safety & Health Officer to support the construction of a new Military Working Dog kennel facility at Hunter Army Airfield in Savannah, Georgia.

The project includes administration offices, veterinary examination and surgical areas, TA-50 locker space, latrines, food preparation and storage areas, indoor and outdoor kennels, utility support areas, fire protection systems, HVAC, energy management controls, communications, access control and security systems, site utilities, parking, sidewalks, storm drainage, landscaping, antiterrorism and force protection features, and related site improvements.

The SSHO will be responsible for implementing, administering, and enforcing the project safety program, the Government-accepted Accident Prevention Plan, EM 385-1-1 requirements, OSHA regulations, and all applicable federal, state, and local safety requirements.

The selected candidate must be present on site whenever construction activities are being performed, unless an approved and equally qualified alternate SSHO is provided.

Key Responsibilities

• Implement, administer, and enforce the project Accident Prevention Plan and site-specific safety program.
• Ensure compliance with EM 385-1-1, OSHA requirements, contract specifications, and applicable federal, state, and local safety regulations.
• Perform and document daily safety inspections to verify that required safety controls are implemented in the field.
• Review, coordinate, and maintain Activity Hazard Analyses for each activity, task, and Definable Feature of Work before work begins.
• Ensure Activity Hazard Analyses are signed by the SSHO, Superintendent, Quality Control Manager, and applicable subcontractor foreman.
• Maintain signature logs for employees performing work covered by each Activity Hazard Analysis.
• Conduct and document weekly trade worker safety meetings and monthly supervisor safety meetings.
• Coordinate competent-person requirements for excavation, scaffolding, fall protection, hazardous energy control, confined spaces, personal protective equipment, and other applicable construction activities.
• Maintain required safety records, including meeting minutes, accident reports, monthly exposure reports, lift plans, hot-work permits, inspection records, and related documentation.
• Participate in preconstruction meetings and safety coordination meetings with the Project Manager, Superintendent, Quality Control Manager, subcontractors, and Government representatives.
• Identify unsafe conditions, stop work when necessary, and coordinate corrective actions with project leadership.
• Monitor subcontractor compliance with project safety requirements and approved work plans.
• Support accident and incident investigations and ensure corrective actions are properly documented and implemented.
• Maintain an organized and inspection-ready safety documentation system throughout the project.

Required Qualifications

• Must qualify as a Level One Site Safety & Health Officer in accordance with EM 385-1-1 and contract requirements.
• Must meet all SSHO training and experience requirements identified in EM 385-1-1 and the project contract documents.
• Demonstrated experience implementing and administering a contractor safety program and Government-accepted Accident Prevention Plan.
• Working knowledge of EM 385-1-1, OSHA construction standards, Activity Hazard Analyses, and federal construction safety requirements.
• Experience performing daily site inspections and maintaining federal construction safety documentation.
• Ability to coordinate effectively with Project Managers, Superintendents, Quality Control Managers, subcontractors, and Government personnel.
• Strong written and verbal communication skills.
• Ability to read, write, and communicate effectively in English.
• Ability to identify unsafe conditions and exercise stop-work authority when necessary.
• Must be available full-time and on site whenever construction activities are being performed.
• Ability to work in an active construction environment and access all project work areas.

Preferred Qualifications

• Previous SSHO experience on USACE, Department of Defense, or other federal construction projects.
• Experience supporting projects with multiple building systems, sitework, utilities, mechanical systems, security systems, and specialty construction activities.
• Experience preparing and reviewing Activity Hazard Analyses, lift plans, hot-work permits, excavation plans, and fall-protection documentation.
• Current safety certifications applicable to federal construction operations.
