El Sol Neighborhood Educational Center (El Sol NEC) is seeking a strategic, bilingual Program Manager to lead the planning, coordination, and strategic deployment of multi-partner initiatives that strengthen the Community Health Worker/Promotor(a)/Representative (CHW/P/R) workforce and immigrant-serving systems in Los Angeles County. The Program Manager provides systems-level leadership across consortium-based initiatives, ensuring strategic alignment between stakeholders, funders, public agencies, and community-based organizations. This role emphasizes long-range strategy, project planning, structured facilitation, evaluation methodologies, and measurable impact. The Program Manager will design and deploy strategic frameworks, guide cross-sector collaboration, manage complex deliverables, and implement data-informed continuous improvement processes.
Minimum Requirements:
- 5 years of experience in coalition management, program strategy, project management, community-based initiatives, or public health/social services with a Bachelor’s degree in public health, social work, community development, or related field (or equivalent lived/professional experience).
- Bilingual fluency in English and Spanish (written and spoken)
- Ability to pass FBI background check (Custodian of Records for DOJ).
Qualifications:
- Minimum of 5 years of experience in coalition management, program strategy, project management, community-based initiatives, or public health/social services.
- Demonstrated experience leading multi-partner coalitions or consortium-based initiatives.
- Experience developing strategic plans, implementation frameworks, and evaluation plans.
- Knowledge of Los Angeles County’s CBO, health systems, and public agency landscape.
- Experience managing grant deliverables, subcontracts, and compliance requirements.
- Strong facilitation skills for advisory councils, learning collaboratives, and community convenings.
- Proficiency in Microsoft Office 365 and collaborative platforms (Teams, SharePoint, Zoom).
- Data-informed strategic thinker with excellent interpersonal and communication skills.
- Familiarity with CHW/P/R roles, CalAIM reforms, and/or HRTP models.
- Ability to perform tasks related to physical activity to include sitting, standing, for long periods of time, caring, bending, moving, and lifting up to 50 lbs.
Responsibilities:
- Develop and implement strategic frameworks that align coalition partners around shared goals, measurable outcomes, and equitable workforce advancement.
- Lead strategic deployment of initiatives across the LA CHW/P/R Consortium, ensuring alignment with funding priorities and regional workforce needs.
- Identify systems-level barriers and opportunities within immigrant-serving and CHW/P/R workforce ecosystems.
- Facilitate strategic planning sessions with partners to establish annual priorities, milestones, and performance indicators.
- Elevate CHW/P/R lived experience into coalition strategy and policy recommendations.
- Oversee strategic implementation of the LA CHW/P/R Immigrant Supports Task Force, advisory committee, and related consortium initiatives.
- Develop detailed project plans including scopes of work, timelines, risk mitigation strategies, and deployment plans.
- Monitor cross-project alignment across initiatives including HRTP, Healthy Homes, TECH Clean CA, and other funded efforts.
- Proactively identify risks, implementation challenges, and opportunities for optimization.
- Ensure structured follow-through on deliverables across internal teams and external partners.

- Maintain an active and visible presence in the community, representing the LA CHW/P/R Consortium at community events, stakeholder forums, public meetings, and partner engagements to strengthen trust, identify emerging needs, and ensure coalition strategies remain community-informed and responsive.
- Lead and facilitate multi-sector meetings and convenings (virtual and in-person) with community-based organizations, public agencies, workforce partners, funders, and CHW/P/R leaders, utilizing structured facilitation methods to drive strategic alignment, collective decision-making, accountability, and actionable outcomes.
