Substance Use Disorder Supervisor (Grant Funded)

Base pay for this position will be $111,013.60

The Sheriff’s Office provides public safety at all times and therefore every position is deemed essential. All positions are in-person and not eligible for remote work. Every position is also subject to recall based on the needs of the Office to keep the community safe.

This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:00pm, subject to change.

This position oversees all substance use disorder (SUD) services provided at the El Paso County Criminal Justice Center. Provides client briefings and statistics as outlined in applicable contracts and grants. Ensures all policy, procedure, and contract obligations are being enforced within the scope of applicable program requirements. This position is subject to grant funding.

• Provides supervision, leadership, guidance, and training to assigned staff. Identifies areas of improvement and develops and implements solutions. Completes performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.
• Develops, integrates, and coordinates activities consistent with the Behavioral Health Administration (BHA) and program requirements, including written and verbal reporting. 
• Develops, integrates, and coordinates activities and reporting consistent with the Region 16 Opioid Abatement Council.
• Researches, identifies, and recommends evidence-based intervention, policies, and best practices in response to substance abuse counseling and medication-assisted treatment (MAT). 
• Reviews program effectiveness through recidivism and client participation to determine challenges experienced and training needs. Implements staff training for individual and group counseling, psychoeducation, assessments and screenings, and usage of MAT. Coordinates with internal and community-based agencies to implement staff training.
• Performs individualized counseling to the incarcerated client population, including the implementation of service planning, behavior modification, medical and mental health referrals, and transition planning. Documents all client interactions in multiple state and internal agency databases; ensures accurate data entry and reporting.
• Ensures substance use disorder functions within the county jail are operating within best practice standards, quality improvements, contract compliance, and meet accreditations standards.
• Assists with developing and maintaining jail policy and procedures for the SUD and MAT programs. 
• Develops monthly reporting to provide to BHA, Region 16 Opioid Abatement Council, and jail Command Staff.
• Assists with preparing for National Commission of Correctional Healthcare (NCCHC) and American Corrections Association (ACA) audits.
• Performs other duties as required.

• Proficiency in using a computer and various software packages including Microsoft Office
• Maintain regular and punctual attendance. 

Required Education and Experience: 

• Master’s degree in counseling, social work, or related behavioral health field.
• Three years of administrative leadership or related experience, such as planning, project management, and/or contract management in a law enforcement or healthcare field.
• Experience leading substance abuse programs. 

Preferred Education and Experience:

• One year of management, supervisory, or other demonstrated leadership.

Licenses/Certificates:

• Must possess and maintain a valid driver's license.
• Must possess and maintain an active, in good standing, Licensed Addiction Counselor (LAC) or Licensed Addiction Specialist (LAS) through the Colorado Department of Regulatory Agencies.
• Must obtain and maintain Criminal Justice Information System (CJIS) Compliance within six months of employment.
• Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW) preferred. 

Pre-Employment Requirements

• Must pass conditional post offer background investigation, truth verification examination, motor vehicle record check, Tuberculosis testing, and drug screen.

Duties are performed in an office environment in a correctional/ detention facility; some travel may be required. May encounter some hazards to personal safety through contact with potentially violent incarcerated citizens. Must be available to work variable hours including weekends, evenings, and holidays as needed. Sheriff’s Office employees must complete tuberculosis testing as applicable to the specific position prior to job assignment and periodic testing thereafter.
