Education and Experience: Bachelor's degree or higher in industrial safety, business or public administration, engineering, social/behavioral science or a related field.
Licenses and Certificates: Valid Texas driver's license or equivalent from another state. Some positions may require Texas Class "B" Commercial Driver's License with passenger endorsement or equivalent from another state.
Special Requirements: Positions requiring a CDL or positions of a safety sensitive are subject to drug and alcohol testing in accordance with federal regulations.
General Purpose
Under general supervision, coordinate and participate in risk management, safety and training programs and claim investigations.
Typical Duties
Organize and coordinate and furnish training programs. Involves: Develop and present training and instructional programs and materials. Monitor program effectiveness, track attendance and prepare periodic reports. Provide training in areas such as drug and alcohol policies, accessibility compliance, sexual harassment prevention or other subjects related to operations to enhance performance or ensure compliance with state and federal requirements.
Perform risk management, safety and damage claim functions. Involves: Implement policies, procedures and internal controls related to compliance with health, safety, security and environment rules and regulations. Identify health and safety risks and recommend corrective actions to control and limit the City's or El Paso Water Utilities (EPWU) liability. May inspect buildings and vehicles and prepare billings to recover repair and loss of revenue due to vehicle accidents or incidents. Collect data and analyze accident or incident trends. Respond to and investigate injury or damage claims to personal, City or EPWU property. Conduct quality assurance inspections such as post-accident and post employee injury inspections and monitoring. Assist with reviewing and processing worker's compensation forms. Participate in compliance activities related to the environment, prepare regulatory reports, and coordinate corrective action or response to audit findings. May oversee, coordinate or make recommendations for testing under the federally mandated Drug and Alcohol testing program as assigned.
Respond to complaints or legal matters. Involves: Provide accurate information to inquiries, and respond to complaints, including complaints from individuals who may be irate. Ensure that accidents or complaints are properly investigated. Consult with supervisor to determine and coordinate cleanup and other remedial efforts. Assist supervisor in negotiating possible settlements with claimants as assigned. Assist in coordinating legal issues or concerns with City Attorney's Office, liability insurance adjusters or external legal counsel and respond to claims. Interact with other departments, insurance adjusters, regulatory agencies, supervisors, co-workers and the public. Assist in representing the City in mediation or other legal proceedings.
Perform related duties as required. Involves: Perform duties immediate supervisor, co-workers or subordinates to ensure continuity of operations. Respond to serious accidents or emergencies to ensure proper investigation.
Monitor development and maintenance of annunciation system on buses. May oversee parking assignments.
