Education and Experience An Associate's degree or higher in business or public administration, computer science, criminal justice, social/behavioral science or a related field plus three (3) years of experience in public safety and one (1) year of supervisory experience; or a High School diploma or GED and six (6) years of experience in public safety and two (2) years of supervisory experience.

Licenses And Certificates

Must be personally responsible for maintaining the following certificates while employed in this job class: American Heart Association Cardio-Pulmonary Resuscitation (CPR) Health Provider or equivalent and Basic First Aid and Basic Telecommunicator certification from the Texas Commission on Law Enforcement (TCOLE).

All required licenses and certificates must be obtained within one (1) year of appointment and maintained during course of employment, to include Department and Division requirements for continuing education credits.

Special Requirements: If not currently licensed through the 911 Communications center with the Basic Telecommunicator certification from the Texas Commission on Law Enforcement (TCOLE); must be a current U.S. citizen, pass a drug screening, psychological examination, and stringent background investigation (Per requirement of TCOLE licensure).

General Purpose

Under general direction, assist in management of the Emergency Communications Division operations and oversee human resources administrative functions for assigned shift.

Typical Duties

Supervise daily emergency communications operations and the work of subordinate supervisors. Involves: Oversee and assist with emergency and non-emergency calls for service, radio activity and computer dispatch functions; supervise and integrate the activities and personnel of the Emergency Communications Division on an assigned shift to ensure that all calls for service are properly documented and appropriately handled in a timely manner.

Perform duties of shift supervisor or subordinates as needed to ensure continuity of operations during absences. Perform administrative duties related to public safety services on an assigned shift. Involves: Monitor the operation of all communications systems, identify, troubleshoot and correct minor problems, notify technicians of equipment failures and malfunctions, maintain security within the communications office to ensure that unauthorized personnel are not present. Review general documentation used by supervisors to ensure all data and records are accurate and complete. Alert and brief officials on public service emergencies of major impact. Research, investigate and follow-up on citizen and interdepartmental complaints regarding public safety communications operations. Advise supervisor in a timely manner of situations or issues that have or could lead to deviation from expected results, and recommend appropriate solutions or options. Appraise supervisor of on-going incidents and advise of potentially serious situations. Oversee special projects, as assigned.

Perform human resource administrative functions. Involves: Act as a liaison between management and staff. Manage and oversee personnel matters. Provide guidance to supervisors regarding personnel matters. Monitor work progress and quality of service provided to uniform personnel and the community. In compliance with policies and procedures, ensure adequate personnel are on duty. Develop and implement a system to assure timely processing staffing needs. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Facilitate resolution of conflict and confrontation. Identify and resolve staff differences and conflicts. Review performance appraisals and disciplinary recommendations to ensure equitable application by supervisory staff. Ensure that payroll is process in a timely manner by reviewing personnel leave and exception reports.

Assist in coordination and administration of telecommunications training programs. Involves: In coordination with management and emergency communications staff, oversee staff training and development. Assess staff training and identify divisional and individual training needs.

Represent the Emergency Communications Division. Involves: Provide technical information and guidance on assigned functions. Provide interpretation of policies and procedures. Respond to requests for information or concerns from staff within the department, staff from other City departments, law enforcement agencies, and the public. Investigate and respond to and resolve sensitive inquiries and complaints. Represent the City at various meetings and conferences and interact with a wide range of officials, supervisors, other law enforcement or regulatory agencies, coworkers and the public.

Supervise assigned staff. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, discipline, merit pay or other employee status changes.
