The Director of Proposal Operations leads the full proposal lifecycle, overseeing proposal management, content development, and repository governance to improve win quality, speed, and consistency across bids. This role is responsible for building and managing proposal processes, leading cross-functional proposal efforts, supporting strategic capture and business development activities, and maintaining a high-quality proposal content library for reuse across opportunities.
Core Responsibilities
• Lead end-to-end proposal operations for
federal, state, local, and commercial opportunities
• Manage proposal schedules, calendars, compliance matrices, outlines, color team reviews, and production milestones
• Oversee development of compliant, compelling, and customer-focused proposal responses
• Write, edit, and refine technical, management, staffing, transition, and past performance volumes
• Partner with business development, capture, solution architects, pricing, contracts, and delivery teams to develop winning proposals
• Establish and enforce proposal processes, templates, style guides, and quality standards
• Maintain and continuously improve the proposal repository, including boilerplate, resumes, past performance, win themes, graphics, and reusable technical content
• Organize and govern proposal artifacts to ensure version control, accessibility, and content freshness
• Lead proposal kickoff meetings, standups, pink/red/gold team reviews, and lessons learned sessions
• Support capture planning by identifying proposal risks, gaps, resource needs, and content requirements early in the bid cycle
• Train and mentor proposal writers, coordinators, and subject matter experts on proposal best practices
• Track proposal metrics, repository usage, and operational efficiencies to improve proposal performance over time

Preferred Qualifications
• 8 years of experience in proposal management, proposal writing, or business development operations

• Demonstrated ability to write and edit persuasive technical and management content
• Experience building and maintaining proposal repositories and reusable content libraries
• Strong understanding of proposal best practices, compliance requirements, and review processes
• Excellent project management, communication, and leadership skills
• Experience with tools such as SharePoint, Loopio, Qvidian, Microsoft Office, Adobe, or similar proposal/content management platforms
