Eichleay is seeking a self-driven and collaborating Procurement Specialist to join the team. This full-time position will consist of acquiring goods, services, or equipment for project-based work. In this role you will be responsible for securing competitive pricing, ensuring timely delivery to meet project deadlines, acquiring goods or services that meet project specifications, identify & manage potential risks, and contribute to the practices of ethical souring. This position is based out of our Ferndale, WA location working a hybrid schedule.

Compensation: $95,000 to $135,000 *Anticipated annual salary may vary based on skills, experience, qualifications, and internal peer equity. The pay range listed for this position is based on the anticipated base compensation at the time of the posting. This is a full-time position which offers competitive compensation and benefits package with a 401K match.

Key Responsibilities

  • Issue request for quotation (RFQ) packages and expedite timely bid submission.
  • Coordinate the technical clarification phase with discipline engineers and bidders.
  • Prepared detailed commercial bid tabulations (CBT), to include negotiated price, delivery, and commercial criteria analysis.
  • Prepare and issue contracts, including their revisions/amendments.
  • Obtain supplier contract acceptance and reconfirmed receipt of all contractual documents (technical and commercial).
  • Collect all commercial deliverables from the suppliers, such as Insurance Certificates, Lien Releases, Letter of Credits or Bank Guarantees.
  • Coordinate and manage supplier submittal documentation, confirming receipt of all documents & acceptance in accordance with the contract.
  • Confirm supplier sub-order placement with deliveries meeting the contract schedule and reconfirm delivery as promised.
  • Review fabrication schedules to validate progress.
  • Facilitate contract status meetings with the suppliers, the project team, and clients.
  • Monitored Quality Control (QC) activities, along with following the Inspection and Test Plan (ITP) to reconfirm that all inspection requirements/points meet the contract requirements.
  • Monitored transportation of contract deliveries to destination and reported shipping progress. Confirmed receipt of Material Receiving Report (MRR). Issued Over, Short, and Damaged Reports (OS&D) to suppliers.
  • Validate invoices and issued approvals.

Job Requirements

  • An understanding of project-based Procurement/Supply Chain Process with 5 years of experience.
  • Extensive knowledge of purchasing and expediting services.
  • Basic knowledge of quality control, transportation services, and construction material handling.
  • Maintain a Project Procurement Report, tracking the procurement purchasing progress and post award contract milestones through delivery/acceptance by the project.
  • Participate in meetings such as general project meetings (internal & external), supplier bid clarifications, order status review, and material handling meetings.
  • Promote a healthy and safe work environment.

Preferred Requirements/Skills

  • Experience in the oil & gas industry.
  • Flexibility with the ability to quickly adapt to project schedule changes.
  • Excellent oral and written communication skills.
  • Proficient in Microsoft Office applications.
  • Experience in databases and purchasing programs such as Maximo, SAP, Oracle, Ariba, Ontrak, Newforma, or SMART Plant.

Travel: If request, able to travel to the nearby refinery site location.  

Industry Requirements

This role may require all or some of the following requirements at time of hire or during employment:

  • RSO Safety Training and current card or ability to obtain.
  • Client Safety Training and current badge or ability to obtain.
  • TWIC Certification and current card or ability to obtain.
  • Background screening including previous employment, education, criminal history, and driving record verification.
  • Participation in random drug and alcohol programs.

Candidates applying to Eichleay must have the ability to be badged and maintain a badge as a safety sensitive position and/or within the Building and Construction trade for process safety management governed facilities. This will require in-depth drug screening for all positions.
