Job Overview
This position promotes public health by providing professional guidance in the inspection of a variety of venues including but not limited to food, lodging, and recreational facilities. Investigates and participates in the resolution of environmental complaints, nuisances, and hazards. Provides education and resources to establishments to support compliance and public health. Consults with medical professionals, law enforcement, code enforcement officers, and others. Serves as an ex-officio member of the local Health Board and Lake Board, provides information on inspections, violations, and compliance issues. May testify in court in matters relating to actions taken against violators of public health statutes.

The following essential functions are representative of typical work performed but are not necessarily limited to these specific tasks/areas.
Essential Functions
Field Inspections -
Completes inspections, licensing, and enforcement of federal, state, and local codes/regulations for food, beverage and lodging establishments, schools, daycares, grocery stores, convenience stores, children's camps, recreational campgrounds, public swimming pools, bathing beaches, splash parks, water and sewage treatment systems, septic systems, manufactured home parks, hospitals, nursing homes, long term and adult care facilities, diagnostic and treatment centers and various other sites which fall under the scope of health and public safety regulations. Prepares inspection reports based on statutory and regulation compliance which cite violations, documents deficiencies, and recommends improvements. Provides education and information on environmental health matters to licensed facilities and the public. Enforces health protection standards as outlined by the State of Montana or Federal government guidelines. Recommends appropriate action against violators of health codes; enforces codes pertaining to inspection of licensed establishments. Investigates and participates in the resolution of suspected cases of food borne illness to determine common source, consults with operators regarding code requirements. Maintains current records of all activities, samples, etc.; prepares reports following inspections and investigations.

Analyzes and reviews plans for new or remodeled food service establishments and public accommodations for compliance with laws and regulations. Aids in correcting areas of noncompliance, coordinates permitting processes and conducts specialized inspections of food services provided for temporary events.

Environmental Analysis & Health Impacts
- Responds to all assigned environmental and nuisance calls; conducts inspections and evaluations of potable, recreational (natural and artificial) and wastewater systems. Investigates and resolves health problems and nuisances concerning garbage, rodents, insects, and air quality. Operates a variety of monitoring instruments in obtaining or collecting environmental samples, submitting to laboratory for testing. Monitors air particulates and other elements known to be air pollutants. Provides education and information on hazards in the environment that can impact health and makes recommendations on proper methods of control. Provides review of environmental assessments or property proposed to be subdivided; this includes review of proposed drinking water supply systems, onsite wastewater treatment systems, storm water drainage provisions, and solid waste provisions.

Utilizes funds allocated from the State of Montana to execute the junk vehicle program. Responds to reports of and/or designates junk vehicles. Notifies owner(s) and ensures the removal of junk vehicles for safe disposal.

As a certified Storm Water Pollution Prevention Plan Administrator/Preparer completes a site assessment for Storm Water Management per DEQ regulations. Identifies and ensures best management practices are implemented to prevent pollution from discharging from the construction project. Provides assistance to all parties involved to ensure compliance throughout the project.

Department Administration
– Prepares annual budget with the County Commission; directs and controls the expenditure of departmental fund allocations within the constraints of approved budgets. May identify potential funding sources to assist public venues such as the lake; applies for and administers grants. Works directly and in conjunction with the Public Health Department and Montana Department of Health and Human Services to meet reporting requirements for the Public Health Emergency Preparedness grant for Food and Water Safety deliverables. Attends meetings with the Commission and other County departments/entities as needed. Informs and advises the County Commission, Planning Board, and City Council on local environmental issues. Prepares reports and correspondence; maintains records in accordance with the Secretary of State Retention Schedule.

This position requires a thorough knowledge of the current principles and practices governing food safety and sanitation issues; methods and techniques of inspections and sampling, including knowledge of codes and regulations governing areas of responsibility. Interact with clients, members of the public, various federal, state, local agencies, and other County offices/departments with fairness and equity; deliver services free of bias or prejudice. Ability to maintain composure in stressful situations and demonstrate skill in conflict resolution.

Requires knowledge of a variety of environmental issues. Ability to effectively communicate with individuals or groups and to explain, discuss or interpret environmental health and sanitation matters. Ability to interpret lab results, policies, and regulations in conducting tests to determine the source of public health issues. Ability to make mathematical calculations. Prepare and maintain accurate records on findings, ability to write clear and concise reports.

Possess excellent customer service and interpersonal skills to resolve questions and concerns with courtesy and respect, using sound judgment and discretion. Safety
Safety is a primary duty and a personal responsibility. County employees are responsible for reading, understanding and following safety rules and procedures as identified within County Policy, our Safety Program as well as at each department/work location/JSA. This position is responsible for wearing PPE as identified in the JSA or when working in areas where there is danger of injury. Responsible for wearing suitable work clothes as determined by the Fallon County Commission. Reports all injuries, hazards and/or near misses utilizing established reporting forms and procedures. Knows the location of first aid kits, fire extinguishers, and other safety devices. Attends all safety meetings including annual training. This position will not perform potentially hazardous tasks or use any hazardous material until properly trained.

Supervisory Responsibility
This position has no supervisory responsibilities.

Work Environment
This position performs work in a variety of settings including a professional office, within food retail establishment, and outdoors. Work may be performed in inclement weather conditions. This role routinely uses standard office equipment such as computers, telephones, photocopiers, 10 key calculators, filing cabinets and fax machines.

Required Education And Experience
Employment with Fallon County requires a high school diploma or equivalent. Must be at least eighteen (18) years of age. The above knowledge, skills, and abilities are typically acquired through a bachelor's or master's degree in environmental health or related science. Licensure as a Registered Sanitarian as administered by the Montana Board of Sanitarians is required. Must maintain active and valid licensure for duration of employment.

Additional Eligibility Qualifications
Must possess or obtain a Montana driver license within thirty (30) days of employment. This position may use a County owned vehicle and is subject to a motor vehicle driving history review.

Compensation
Our Fiscal Year compensation schedule for a Sanitarian is as follows:

Sanitarian (at hire): $35.49 per hour

Sanitarian 1 (Completion of year 1): $36.26 per hour

Sanitarian 2 (Completion of year 2): $37.03 per hour

Sanitarian 3 (Completion of year 3): $37.79 per hour

Sanitarian 4 (Completion of year 4): $38.56 per hour

Sanitarian 5 (Completion of year 5): $39.33 per hour

After completion of the first year of employment, an employee becomes eligible to receive Longevity. Longevity is $0.15 per hour every year, with $0.25 per hour every five years.

Position Type/Hours of Work
This is a part-time, permanent, twenty (20) hours a week position: Monday through Friday, 10:00 a.m. to 3:00 p.m. with one hour allocated for lunch. There is flexibility in setting this schedule. Occasionally the demands of this work may result in additional hours.

Physical and Environmental Demands
While performing the duties of this job, the employee is regularly required to speak and hear. The employee is frequently required to sit for long periods as well as to stand, sit, bend, and reach with hands and arms. May be required to stoop, kneel or crouch. May climb up and down ladders to inspect confined spaces. May be required to lift up to twenty-five (25) pounds. Specific vision abilities include close and distant vision. May risk exposure to various environmental hazards and hazardous materials during investigation, which will require utilization of protective equipment. May occasionally work with hostile individuals during investigative/enforcement functions.
