Summary

The Associate Director, Outreach, Education & Training Programs within the Office of Communications and Legislative Affairs (OCLA) is a Senior Executive Service (SES), Career Reserved position, and serves as an agency leader for supporting the Commission's mission. OCLA represents the U.S. Equal Employment Opportunity Commission (EEOC) to the public, the news media, and the Congress. This is a level-two SES position with an initial salary range of $151,661-$216,109.

Duties

  • As the Associate Director, the incumbent fully participates in the establishment of program policy, procedures, goals, objectives, and standards for the agency’s outreach, education, and training programs.
  • Provides senior-level oversight to Private and Federal Sector Division Directors, ensuring strategies, guidance, and program execution align with the Commission’s statutory mission, strategic priorities, and agency-wide policies.
  • Oversees the planning, development, implementation, and evaluation of outreach and training programs across both the private and federal sectors, ensuring consistency, quality, compliance, and effectiveness of outreach plans and training materials.
  • Maintains an agency-wide view of outreach and training efforts and serves as a key link between division leaders, district offices, and OCLA, elevating major issues, trends, risks, and opportunities for timely review and decision-making.
  • Oversees division engagement with employers, covered entities, advocacy groups, and other stakeholders, ensuring outreach and training efforts support communication, preventive education, and coordination with federal, state, and local partners.
  • Provides strategic direction and national-level oversight of all fee-based training and related outreach and training programs.
  • Advises the OCLA Director on programmatic priorities, emerging issues, and operational challenges related to outreach, education, and training efforts, and recommends adjustments to policy, procedures, or resource allocation as appropriate.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Leadership of National Outreach, Education, and Training Programs: Demonstrated ability to lead and manage nationwide outreach, education, and training programs, including setting policy, establishing performance standards, and ensuring consistent, high-quality program delivery across diverse regions. Experience overseeing senior division leaders, evaluating program effectiveness, resolving operational challenges, and aligning outreach and training initiatives with statutory mandates and strategic priorities.

TQ 2: Strategic Resource Management and Oversight of Fee-Based Training Operations: Demonstrated expertise in managing complex program resources, including budget planning, procurement oversight, and administration of fee-based training programs. Experience reviewing business plans, ensuring compliance with agency policies, directing stakeholder engagement across sectors, and integrating fiscal stewardship with long-term program planning to support national outreach and training objectives.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There Are Five ECQs

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Tiering: The EEOC structures its SES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency.
