The Strategic Operations Planner provides direct planning, coordination, and operations support to the Joint Staff J-7 Joint Education and Doctrine Division (JEDD) for execution of the Chairman of the Joint Chiefs of Staff's Disruptive Technology Course (DTC).

This position serves as the primary operational interface between EEC Solutions and JEDD, supporting up to four (4) DTC iterations per fiscal year through executive-level event planning, written product development, tasker management, security coordination, and Senior Fellow and SME portfolio management. The position requires demonstrated experience operating at the GO/FO or SES level and a thorough understanding of Joint Staff processes, protocols, and security requirements.

Essential Duties and Responsibilities:

  • Provide executivelevel planning and operational support for each DTC iteration (up to 4 per fiscal year), synchronizing meetings, events, and briefings with internal and external stakeholders.
  • Collaborate with NIU Bethesda or other approved venues to plan and execute DTC events, including those at the TS/SCI level.
  • Draft, review, and edit executivelevel written products including information papers, decision papers, inprogress reports, implementation reports, planning and execution trackers, and correspondence for GO/FO and SESlevel audiences.
  • Develop and maintain recurring course learning packages per DTC iteration: DTC Fellows Handbook (A003), DTC Program Guide (A004), Speaker Feedback Form Templates (A005), Updated End of Course Feedback Form Template (A006), End of Course Review Report (A007), and Biography Booklet (A008).
  • Manage and track all DTCrelated taskers through ETMS2 TMT in accordance with JS Guide 5711; conduct routine followup on outstanding actions.
  • Coordinate NIU security and access requirements for all DTC participants, including campus access, SAP eligibility validation, and SAPauthorized briefing space logistics.
  • Curate and maintain the Senior Fellow portfolio; recommend candidates until a roster of six (6) qualified Senior Fellows is established; coordinate roster approval with JPME branch chief and COR.
  • Curate and maintain the SME portfolio; identify and schedule up to 24 SME briefers per DTC aligned with OUSW(R&E) Critical Technology Areas; provide postDTC feedback to all SMEs.
  • Coordinate travel logistics for Senior Fellows and SMEs to the National Capital Region per JTR; process travel reimbursements for nongovernment SMEs as required.
  • Use governmentapproved AI and LLM tools to support analytical, writing, and editing tasks in compliance with DoD policies and information security requirements.

Additional Responsibilities:

This position owns all recurring course deliverables (A003 through A008) and is responsible for the full lifecycle of Senior Fellow and SME portfolio management. The Strategic Operations Planner does not have decision-making authority when representing JEDD in interactions with external stakeholders.

Deliverable Schedule (Per DTC Iteration):

  • A003 DTC Fellows Handbook: due 30 days before DTC execution
  • A004 DTC Program Guide: due 30 days before DTC execution
  • A005 Speaker Feedback Form Templates: due 5 business days before DTC execution
  • A006 Updated End of Course Feedback Form Template: due 5 business days before

DTC Execution:

  • A007 End of Course Review Report: due 10 business days after end of DTC
  • A008 Biography Booklet: due 30 days before DTC execution

Senior Fellow Portfolio Requirements:

  • Target roster: six (6) experienced Senior Fellows
  • Base Year schedule: 2 DTCs; 2 experienced Fellows and 1 FellowinTraining per DTC (DTC 1); 2 experienced Fellows per DTC (DTC 2)
  • Each Senior Fellow: 5 mandays per DTC; active TS/SCI SAP clearance required
  • Eligibility: Retired O10 or O9 GO/FO or retired/former U.S. senior civilian official per PWS Section 5.2.2.1
  • Senior Fellow biographies due to COR and JPME branch chief no later than 30 days from any biography change

SME Portfolio Requirements:

  • Up to 24 SME briefers per DTC; approximately 90 minutes per briefer
  • Aligned with OUSW(R&E) Critical Technology Areas
  • Approximately 3 nongovernment SMEs per DTC historically request travel reimbursement
  • SME feedback required after each DTC

ODC Cost Estimates (Coordinate with Pricing Lead):

  • Senior Fellow and SME reimbursements: Base Year $160,000 (CLIN 0003)
  • Senior Fellow and SME travel: Base Year $40,000 (CLIN 0002)

Performance Standards:

  • 98% of deliverables submitted within approved timelines.
  • No deliverable submitted more than 5 business days late without prior approval.
  • 100% compliance with DoD policies, protocols, and security requirements.
  • Zero factual errors in written products; no more than 1 minor formatting or grammatical error per product.
  • 100% of Senior Fellows and SMEs meet the qualifications outlined in the PWS.
  • Senior Fellow and SME portfolios curated and maintained prior to each DTC.

Security Requirements:

  • Must sign Contractor Visitor Group Security Agreement.
  • Must complete all JSSO training requirements.
  • Must NOT input classified, CUI, or sensitive data into nongovernmentapproved AI tools.
  • Must selfidentify as contractor at all times in government spaces and meetings.

Minimun Requirements:

  • Bachelor's degree in Political Science, International Relations, National Security, Business Administration, or a STEM discipline; OR Master's degree in National Security, Public Administration, Business Administration, or a STEMrelated field.
  • Minimum 10 years of experience in planning, operations, or program management within a military, government, or defense environment.
  • Demonstrated experience working with GO/FOs and SES personnel.
  • Minimum 3 years of Joint Staff or DoD planning and operations experience. Proficiency with ETMS2, DTS, JS Guide 5711, DISS, and Scattered Castles.
  • Demonstrated ability to draft executivelevel written products and coordinate security access requirements.
  • Active TS/SCI with SAP eligibility required prior to start date.
  • JWICS account eligibility required.
  • CAC eligibility required for Pentagon access.

Preferred Qualifications:

  • Joint Staff or JPMErelated training preferred.
  • Prior JS J7, JPME, or executive education program experience; established GO/FOlevel networks for Senior Fellow/SME sourcing
  • Familiarity with OUSW(R&E) Critical Technology Areas
  • Experience with NIU or interagency academic venues
  • Prior J7/J8/J5 COCOM experience
  • Experience using governmentapproved AI tools for writing and analytical support.

Salary : $130,000 - $140,000
